Jakarta, CNBC Indonesia — The Ministry of Communication and Digital Affairs (Komdigi) is drafting implementing rules for Presidential Regulation No. 27 of 2026 on the Protection of the Digital Platform-Based Transport Ecosystem, which covers app-based motorcycle taxi (ojol) workers. Komdigi aims to issue the new policy before 31 December 2026, the deadline for drawing up the implementing rules.

“Soon, before 31 December 2026, in accordance with the mandate of the Presidential Regulation,” Deputy Minister of Communication and Digital Affairs Nezar Patria said on Monday (12 October 2026).

One provision will address food and goods deliveries, setting out guidelines for calculating service charges rather than fixing the fares themselves.

Nezar said the approach would differ from the rules for transporting passengers, as food and goods deliveries vary in the weight and dimensions of the items being carried, as well as in the risks involved.

“Transport costs for goods and food are not the same. A delivery could involve an item weighing 1kg, 2kg or 3kg,” he said.

Nezar said the regulation would follow the presidential regulation’s mandate to increase drivers’ earnings while protecting them from risks incurred in carrying out their work.

It would also seek to ensure that charges are balanced for drivers, consumers and platforms.

“What we want to ensure is that drivers, platforms and consumers all get a fair price and can grow well,” Nezar said.

Nezar added that the ministry had met various stakeholders, including representatives of ojol drivers and platforms offering goods and food delivery services.

Komdigi is examining their business processes and methods of calculating charges, as well as studying the algorithms used by each platform.

“The ministerial regulation is nearing finalisation following our discussions with various groups and with a number of ministries involved in regulating the ojol transport ecosystem,” he said.
