The government will treat online motorcycle taxi (ojol) drivers as micro-enterprise operators going forward, enabling them to access various empowerment programmes, including the People’s Business Credit (KUR).

Minister of Micro, Small, and Medium Enterprises Maman Abdurrahman stated that ojol drivers will be categorised as micro-enterprise operators in the online transport sector and will be entitled to access various government programmes. These range from financing through KUR, training, and business capacity building, to other empowerment initiatives.

“And they are entitled to receive all the incentive facilities obtained by micro-entrepreneurs,” Maman said during a press conference in Jakarta on Wednesday, 1 July 2026.

He revealed that the government wants to leverage the time flexibility ojol drivers have to encourage them to develop other businesses beyond online transport services. Therefore, ojol drivers can continue their activities as usual while simultaneously gaining opportunities to build other ventures through various government empowerment programmes.

Maman assessed that ojol drivers already possess the basic capital of entrepreneurs because they operate independently. This includes owning their own vehicles and covering operational costs themselves.

In addition to financing access, Maman said the majority of ojol drivers also potentially qualify for tax exemption facilities because their average income falls below Rp500 million per year. The government hopes that ojol drivers will not rely solely on income from online transport services but will also be able to develop other businesses through various empowerment programmes.

Furthermore, Maman said the government will encourage all ojol drivers to become part of the micro-enterprise group. This process will be carried out through coordination with application companies and ojol driver associations.

“They will automatically become micro-entrepreneurs. And indeed, most of our friends from the ojol associations also expect to move in that direction,” he said.

Nevertheless, he emphasised that administrative requirements, including the processing of Business Identification Numbers (NIB), will not be the focus in the initial stages of policy implementation.

“The most important thing is that this transition process runs first. The government will then coordinate with the applicators and ojol associations to arrange and prepare everything as best as possible,” he stated.
