OJK Strengthens Health Insurance Ecosystem with POJK 36/2025, Cost Sharing in Focus
One of the main topics discussed was the implementation of POJK 36/2025, a strategic regulation designed to strengthen governance, risk management, consumer protection, and the sustainability of the health insurance industry. A key element of the regulation is the application of a cost-sharing mechanism, which involves splitting costs between participants and insurance companies as part of risk management. Adi Putra, Head of the Indonesia Re Institute, emphasised that cost sharing should not be viewed merely as a cost-splitting mechanism, but as an instrument to encourage more responsible use of health services, increase awareness of health risks, and support the overall sustainability of the health financing system. Executive Director of the Indonesian Life Insurance Association (AAJI), Dr Emira E. Oepangat, added that strengthening the health ecosystem requires a balance between participant protection, service quality, cost management, and industry sustainability. She noted that the cost-sharing mechanism is also expected to improve public literacy regarding health risk management, ensuring that health service utilisation is more appropriate to medical needs.
