OJK Revokes Licence of BPR Ceper Permata Artha in Central Java After Failed Recovery
The revocation of the business licence for PT BPR Ceper Permata Artha is part of the supervisory measures taken by the OJK to continuously strengthen the banking industry and maintain public trust.
The Financial Services Authority (OJK) has decided to revoke the business licence of PT Bank Perekonomian Rakyat (BPR) Ceper Permata Artha, located in Klaten Regency, Central Java, after the management and shareholders failed to implement recovery measures for the bank.
This decision is stipulated in the OJK Board of Commissioners Member Decision Number KEPR-111/D.03/2026, dated 25 June 2026, regarding the Revocation of the Business Licence of PT Bank Perekonomian Rakyat Ceper Permata Artha.
“The revocation of the business licence of PT BPR Ceper Permata Artha is part of the supervisory actions carried out by the OJK to continue strengthening the banking industry and maintain public confidence,” said the Head of OJK Solo, Mohammad Mufid, in a statement received in Jakarta on Thursday.
On 18 June 2025, the OJK designated the bank’s status as ‘Bank Under Recovery’ (BDP) because it maintained a minimum capital adequacy ratio (KPMM) of less than 12 per cent and an ‘unhealthy’ health rating (TKS).
Subsequently, on 12 June 2026, the OJK placed the BPR under ‘Bank Under Resolution’ (BDR) status.
This change in status was considered because the OJK had provided sufficient time for the relevant BPR management and shareholders to undertake recovery efforts, particularly in addressing capital issues as regulated under OJK Regulation (POJK) Number 28 of 2023.
Furthermore, the Deposit Insurance Corporation (LPS) decided not to undertake a bailout for PT BPR Ceper Permata Artha.
This was based on the Decision of the LPS Board of Commissioners for Deposit Insurance Programmes and Bank Resolution Number S-R.8/ADK3/2026, dated 17 June 2026, regarding the Handling Method for Banks Under Resolution of PT BPR Ceper Permata Artha.
Following this, the LPS requested the OJK to revoke the business licence of PT BPR Ceper Permata Artha.
In response to the LPS request, and pursuant to Article 19 of POJK 28/2023, the OJK proceeded with the revocation of the business licence (CIU) for PT BPR Ceper Permata Artha.
With this revocation, the LPS will carry out its guarantee functions and conduct the liquidation process in accordance with Law Number 24 of 2004 concerning the Deposit Insurance Corporation and Law Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector.
“The OJK urges customers of PT BPR Ceper Permata Artha to remain calm, as public funds in the banking sector, including BPRs, are guaranteed by the LPS in accordance with applicable regulations,” said Mohammad.
