OJK Revises Carbon Exchange Rules, Mandates SRUK Registration

Jakarta, CNBC Indonesia – The Financial Services Authority (OJK) continues to drive the control of greenhouse gas emissions through carbon trading. To this end, the OJK has issued Financial Services Authority Regulation (POJK) No. 10 of 2026.

This POJK amends POJK No. 14 of 2023 on Carbon Trading through the Carbon Exchange (POJK 10/2026), which was promulgated on 6 July 2026. The regulation therefore came into force on the date of its promulgation.

POJK 10/2026 was issued in line with the issuance of Presidential Regulation No. 110 of 2025 (Perpres 110) on the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control, which amended several provisions of Presidential Regulation No. 98 of 2021 on the Implementation of Carbon Economic Value (Perpres 98).

For context, since the carbon exchange was launched on 26 September 2023 up to 30 June 2026, a total of 155 service users have been registered. In aggregate, the transaction volume was recorded at 1.98 million tCO2e, with an accumulated transaction value of Rp93.81 billion.

The substance of POJK 10/2026 regulates, among other things:

1. Carbon Units that may be traded on the Carbon Exchange Operator must be recorded in the Carbon Registry System (Sistem Registri Unit Karbon, SRUK), which replaces the National Registry System for Climate Change Control (SRN PPI);

2. The expansion of the scope of Carbon Units;

3. The trading of carbon units from abroad that are not recorded in the SRUK;

4. The stipulation that certain reports be submitted by the Carbon Exchange Operator to the relevant ministries;

5. Provisions on relevant consumer protection principles as regulated in the POJK on consumer and public protection in the financial services sector shall apply to every party involved in Carbon Trading through the Carbon Exchange; and

6. The facilitation of trading of Carbon Units recorded in the electronic-based system of the relevant ministries until the SRUK becomes operational, at the latest three months after the POJK is promulgated.
