OJK Revises Carbon Exchange Rules, Mandates SRUK Registration
The Financial Services Authority (OJK) continues to push for the control of greenhouse gas emissions through carbon trading. To this end, the OJK has issued OJK Regulation (POJK) Number 10 of 2026. This POJK is an amendment to POJK Number 14 of 2023 concerning Carbon Trading through the Carbon Exchange and was promulgated on 6 July 2026, making it effective immediately. POJK 10 of 2026 was issued in line with the issuance of Presidential Regulation Number 110 of 2025 concerning the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control, which amends several provisions in Presidential Regulation Number 98 of 2021. Since the carbon exchange was launched on 26 September 2023 until 30 June 2026, a total of 155 service users have been registered. The aggregate transaction volume was recorded at 1.98 million tCO2e, with an accumulated transaction value reaching Rp93.81 billion. The substance of POJK 10 of 2026 regulates provisions including: 1. Carbon Units that can be traded on the Carbon Exchange Organiser must be registered in the Carbon Unit Registry System (SRUK), which replaces the National Registry System for Climate Change Control (SRN PPI). 2. Expansion of the scope of Carbon Units. 3. Trading of carbon units from abroad that are not registered in the SRUK. 4. Stipulation of specific reporting submissions by the Carbon Exchange Organiser to relevant ministries. 5. Provisions regarding relevant consumer protection principles as regulated in the OJK regulation on consumer and public protection in the financial services sector apply to all parties involved in Carbon Trading through the Carbon Exchange. 6. Facilitation of trading of Carbon Units recorded in the electronic-based system at the relevant ministry until the SRUK is operational, for a maximum period of 3 months after the POJK is promulgated.
