OJK Reveals Modus Operandi of Embezzlement of Aek Nabara Parish Funds at BNI
The Financial Services Authority (OJK) has revealed the modus operandi in the alleged embezzlement case involving funds of the Aek Nabara Parish at Bank Negara Indonesia (BNI). In the case, the Head of the BNI Branch Office Cash Office in Aek Nabara, Andi Hakim Febriansyah, offered a BNI Deposito Investment product that was not an official BNI product.
“Based on OJK’s in-depth investigation, the main cause of this case is not solely the individual actions of the perpetrator, but also the weaknesses in internal controls and the ineffective implementation of standard operating procedures (SOP),” said the Head of the OJK’s Financial Services Business Conduct Supervision Department, Bernard Wijaya, to Tempo on Tuesday, 21 April 2026.
Bernard explained that the revealed modus included the use of pick-up services to carry blank transaction slips, which were then processed as cash withdrawals; the existence of documents resembling official BNI documents for non-official products; the failure to conduct call verification; and the inadequate separation of maker, checker, and approver functions.
Furthermore, Bernard stated, the execution of pick-up services by a single person also indicated a procedural violation. “So, what is concerning is not only the criminal actions of the perpetrator, but also why the control system that should detect or prevent deviations did not work adequately over a sufficiently long period,” Bernard said.
BNI’s President Director, Putrama Wahju Setyawan, stated that his side would return all the church congregation’s money amounting to Rp 28 billion. The money return, he said, would be carried out at the latest today, Wednesday, 22 April 2026.
According to Putrama, this incident serves as a lesson for BNI and its customers. “This becomes a lesson for all of us that something so obvious must be accompanied by financial literacy, and from the banking side, of course, it is about understanding the implementation of know your employee,” he said at the DPR on Tuesday, 21 April 2026.
