The Financial Services Authority (OJK) has proposed an amendment to its 2027 Work Plan and Budget (RKA), requesting an increase of Rp 340.2 billion, bringing the total to Rp 10.58 trillion from the previous Rp 10.24 trillion.

This budget increase is related to the formation of a supervisory division for the Mineral and Strategic Commodities Exchange (BMKS), additional provision for logistics and IT infrastructure, and the strengthening of financial literacy and education functions, including national surveys on financial literacy and inclusion.

“In connection with the appointment of the Chief Executive of BMKS Supervision during the DPR RI Plenary Session on 27 August, we have submitted an adjustment to the 2027 RKA,” said the Chair of the OJK Board of Commissioners, Friderica Widyasari Dewi, at the DPR RI building in Jakarta on Thursday (3/9/2026).

Commonly known as Kiki, she stated that as a follow-up to this mandate, OJK has drafted the organisational structure for the BMKS supervisory division, which was established through Board of Commissioners Decision number 85 on 12 August 2026, to carry out regulation, development, licensing, and supervision functions.

The structure consists of a Chief Executive, Deputy Commissioners, two departments, specialist groups, a Licensing Directorate, an Institutional Supervision Directorate, and a Transaction Supervision Directorate, as well as functions for regulation, information analysis development, and supervisory quality control.

“This organisational arrangement is aimed at ensuring that the implementation of the BMKS mandate can run end-to-end, effectively, and accountably, from policy formulation and licensing to institutional and transaction supervision,” she said.

On the same occasion, the Vice Chair of the OJK Board of Commissioners, Hernawan Bekti Sasongko, noted that the proposed budget portion of Rp 340.2 billion will be allocated across various fields.

These include supervision, amounting to Rp 197.51 billion, and the provision of infrastructure and the strengthening of other functions, amounting to Rp 142.69 billion.

Hernawan explained that the BMKS requirements include operational costs for regulation, supervision, licensing, and development; the budget also covers human resource needs as well as the strengthening of IT infrastructure and the development of applications to support digital BMKS supervision.

Meanwhile, the budget for infrastructure provision and functional strengthening is directed towards additional logistics infrastructure, additional IT infrastructure, and the strengthening of financial literacy and inclusion functions.

With a fixed budget source of Rp 13.89 trillion and expenditures after adjustment at Rp 10.58 trillion, the beginning balance for the following year is projected at Rp 3.30 trillion, representing a decrease of Rp 340.20 billion compared to the budget structure approved on 17 June 2026.

He detailed that the expenditure composition consists of operations at Rp 1.18 trillion, administration at Rp 8.33 trillion, and asset procurement at Rp 1.06 trillion.

Regarding asset procurement, the budget for logistics infrastructure for the head office and regional offices rises to Rp 574.24 billion, comprising the provision of the head office building at Rp 234.52 billion, regional OJK office infrastructure at Rp 339.71 billion, IT infrastructure at Rp 326.77 billion, and other asset procurement at Rp 168.17 billion.

Based on the type of activity, the operational budget increased by Rp 1.10 trillion to Rp 1.18 trillion, partly to support BMKS operations and the strengthening of financial literacy and inclusion functions.

The administrative budget increased from Rp 8.16 trillion to Rp 8.33 trillion, which also covers IT support, fulfilment of OJK’s tax obligations, and human resource needs for the BMKS supervisory field. The asset procurement budget increased from Rp 976.38 billion to Rp 1.06 trillion to support infrastructure resulting from the formation of BMKS and other IT and logistics needs.

Furthermore, OJK will review and compare existing regulations, while simultaneously processing licences for exchanges, exchange members, and supporting institutions required to build the ICOMEX value chain ecosystem. For supervision, OJK will develop a reporting system and oversee the governance and operations of the BMKS in a comprehensive and integrated manner.
