JAKARTA - The Financial Services Authority (OJK) is supporting the development of the Kura-kura Bali Special Economic Zone (SEZ) into an International Financial Centre (IFC) to attract global investment flows.

OJK Commissioner Chair Friderica Widyasari Dewi stated that establishing an IFC in the Bali SEZ is a strategic step to deepen the national financial market while increasing Indonesia’s attractiveness to international investors.

“OJK will certainly support this, as we see it as a very good plan for establishing a financial centre in Indonesia. This will undoubtedly serve as an accelerator for market deepening,” she said during a KSSK press conference at the Radius Prawiro Tower, Jakarta, on Thursday (7/5/2026).

She explained that the Kura-kura Bali SEZ will become a centre for innovative financial services integrated with various new products and business activities in the financial sector.

“So this is our collective homework: how to deepen the financial market in Indonesia. And of course, the main thing is how this can increase attractiveness for global investment flows into Indonesia,” she added.

OJK is currently expanding the range of national financial products, including the development of gold banks and gold exchange-traded funds (ETFs).

Additionally, OJK is preparing to expand the structure of financial products, which have so far been limited to interest rate and exchange rate instruments.

“OJK will specifically conduct supervision and regulation in this financial centre SEZ in Bali. We have also coordinated with the Coordinating Ministry for Economic Affairs regarding this, to prepare the financial centre, especially from OJK’s side,” she further stated.

However, discussions on the detailed institutional form, including the possibility of establishing a special purpose vehicle (SPV) or trustee, are still in the early or preliminary discussion stage.

Going forward, the government and regulators will formulate a regulatory framework and institutional concept so that the financial centre in the Kura-kura Bali SEZ can integrate well and operate according to targets.

“We will coordinate well with all related parties,” she concluded.

For information, the Kura-kura Bali SEZ was designated by the government through Government Regulation (GR) No. 23 of 2023.

According to the official SEZ website, the developer of the Kura-kura Bali SEZ is PT Bali Turtle Island Development and covers an area of 498 hectares.
