OJK Issues New Regulation on Carbon Trading via Carbon Exchange
JAKARTA – The Financial Services Authority (OJK) has issued a new OJK Regulation (POJK) concerning carbon trading through the carbon exchange. The new rule was issued to support the government’s strategic policy on controlling greenhouse gas emissions.
The regulation is set out in POJK Number 10 of 2026 concerning Amendments to POJK Number 14 of 2023 on Carbon Trading through the Carbon Exchange (POJK 10 of 2026), which was promulgated on 6 July 2026.
“The issuance of POJK 10 of 2026 is part of OJK’s policy to support the government’s strategic policy in implementing carbon economic value instruments and national greenhouse gas emission control,” OJK wrote in its statement on Thursday (9/7/2026).
OJK explained that the regulation was issued in line with the issuance of Presidential Regulation Number 110 of 2025 on the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control, which amends several provisions in Presidential Regulation Number 98 of 2021 on the Implementation of Carbon Economic Value (Perpres 98).
There are at least six substantive elements to POJK 10 of 2026. First, Carbon Units that can be traded on the carbon exchange operator must be registered in the Carbon Unit Registry System (SRUK), which replaces the National Registry System for Climate Change Control (SRN PPI). Second, the expansion of the scope of Carbon Units.
Third, the trading of carbon units from abroad that are not registered in the SRUK. Fourth, the stipulation of certain reporting submissions by the Carbon Exchange Operator to the relevant ministry. Fifth, the provisions on relevant consumer protection principles as regulated in the POJK on consumer and public protection in the financial services sector apply to every party involved in carbon trading through the carbon exchange.
“Sixth, the facilitation of trading of Carbon Units registered in the electronic-based system at the relevant ministry until the SRUK becomes operational, at the latest three months after the POJK is promulgated,” it concluded.
