The Financial Services Authority (OJK) has issued a new OJK Regulation (POJK) regarding carbon trading through the carbon exchange. The new rule was issued to support the government’s strategic policies in controlling greenhouse gas emissions. The POJK is contained in POJK Number 10 of 2026 concerning Amendments to POJK Number 14 of 2023 on Carbon Trading through the Carbon Exchange (POJK 10 of 2026), which was promulgated on 6 July 2026. ‘The issuance of POJK 10 of 2026 is part of OJK’s policy to support the government’s strategic policies in implementing carbon economic value instruments and national greenhouse gas emission control,’ OJK stated on Thursday (9/7/2026). OJK explained that the regulation was issued in line with the issuance of Presidential Regulation Number 110 of 2025 concerning the Implementation of Carbon Economic Value Instruments and National Greenhouse Gas Emission Control, which amends several provisions in Presidential Regulation Number 98 of 2021. There are six main substances in POJK 10 of 2026. First, carbon units that can be traded on the carbon exchange organiser must be registered in the Carbon Unit Registry System (SRUK), which replaces the National Registry System for Climate Change Control (SRN PPI). Second, the expansion of the scope of carbon units. Third, trading of carbon units from abroad that are not registered in the SRUK. Fourth, the stipulation of certain reporting submissions by the Carbon Exchange Organiser to the relevant ministry. Fifth, provisions regarding relevant consumer protection principles as regulated in the OJK regulation concerning consumer and public protection in the financial services sector apply to all parties involved in carbon trading through the carbon exchange. ‘Sixth, facilitation of trading of carbon units recorded in the electronic-based system at the relevant ministry until the SRUK operates, for a maximum of three months after the POJK is promulgated,’ it concluded.
