OJK grants national scale permits to two private pawnshop companies this month
The Financial Services Authority (OOK) has granted permission to change the business scope from provincial to national level to two private pawnshop companies this September 2026, bringing the total number of national-scale private pawnshops to six.
The two companies that recently obtained the permit are PT Gadai Mulia Sejahtera and PT Solusi Gadai Pintar, based on OJK Letter Number S-79/PL.02/2026 dated 18 September 2026 and OJK Letter Number S-80/PL.02/2026 dated 21 September 2026, respectively.
“The approval was granted after the companies met the requirements and completed the licensing documents in accordance with the provisions of Financial Services Authority Regulation Number 39 of 2024 concerning Pawnshops, as amended by Financial Services Authority Regulation Number 29 of 2025,” said the Head of OJK’s Public Communications Directorate, Sekar Putih Djarot, in a statement in Jakarta on Wednesday.
With the acquisition of this approval, PT Gadai Mulia Sejahtera and PT Solusi Gadai Pintar may conduct pawnshop business activities throughout the territory of the Republic of Indonesia, while continuing to observe and comply with applicable laws and regulations as well as good corporate governance principles.
Previously, OJK had also granted approval for the change of business scope to national level for four private pawnshop companies: PT Gadai Mas Nusantara, PT Gadai Sakti Indonesia (formerly PT Gadai Sakti Jakarta), PT Pusat Gadai Indonesia, and PT Gadai Elektronik Jakarta.
OJK stated that the presence of these national-scale companies further completes the pawnshop industry ecosystem in Indonesia, operating alongside PT Pegadaian (Persero), which has long been established and operates nationally to serve the financing needs of the community across the country.
According to OJK, there are currently several pawnshop companies that have submitted applications and are in the licensing process to upgrade their business scope to a national level.
This expansion of business scope is expected to increase the business capacity of companies, broaden the reach of legal and registered pawnshop services, and provide wider access to financing for the public in various regions.
OJK noted that this step is in line with the authority’s efforts to encourage the strengthening of the pawnshop industry through increased business scale, enhanced governance, and the expansion of safe and trusted financial service access for the public.
Based on OJK data, the distribution of loans in the pawnshop industry in July 2026 grew by 50.73 per cent year-on-year to Rp160.78 trillion, with credit risk levels remaining well-maintained.
The largest portion of loans in the pawnshop industry was distributed in the form of pawn products, amounting to Rp136.3 trillion or 84.43 per cent of the total loans distributed by the industry.
Pawnshop funding sources for the July 2026 period totalled Rp126.93 trillion, an increase of 65.71 per cent year-on-year. Funding sources for pawnshop companies consisted of loans received amounting to Rp111.46 trillion (87.81 per cent) and securities issued amounting to Rp15.47 trillion (12.19 per cent).
OJK stated that it will continue to encourage the development of a healthy, transparent, and sustainable pawnshop industry to support increased financial inclusion and expand public access to formal financial services throughout Indonesia.
