OJK Denies Budget Deficit in 2025 Financial Report
Jakarta (ANTARA) - Deputy Chairman of the Board of Commissioners of the Financial Services Authority (OJK) Hernawan Bekti Sasongko has denied allegations of a budget deficit in the institution’s 2025 financial report.
During a press conference following the OJK Monthly Board of Commissioners Meeting in Jakarta on Tuesday, Hernawan explained that the deficit figure was a result of accounting presentation during the transition period for the implementation of Law Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector (P2SK).
He stated that the figure does not indicate a cash shortage or inefficiency in the OJK’s financial management.
"What is presented in the OJK’s 2025 financial report is the impact of recognising transactions and events based on an accrual basis and generally accepted accounting standards. Thus, it does not necessarily reflect a budget deficit or cash shortage," he said.
During the 2025 transition period, levy receipts previously used to finance the following year’s budget are now utilised within the same year. With this change, the funding for the OJK’s 2025 Work Plan and Budget (RKA) comes from receipts in both 2024 and 2025.
Meanwhile, with a budget approved by Commission XI of the House of Representatives (DPR RI) amounting to Rp11.557 trillion, the OJK has implemented efficiency measures, allowing it to record a budget surplus in accordance with the provisions of the P2SK Law.
"The OJK is able to achieve efficiency so that it still shows a budget surplus in line with the P2SK Law. This surplus can be carried over to the following fiscal year as a source of funding for the OJK in 2026," he clarified.
He noted that 2024 receipts were not re-recorded as income because they had already been booked in the 2024 financial report according to applicable accounting standards. Hernawan assessed that this condition caused the OJK’s 2025 comprehensive income statement to appear to show a pre-tax deficit of Rp335.21 billion and a post-tax deficit of Rp1.8 trillion.
"What is presented in the OJK’s 2025 financial report is the impact of accounting presentation during the transition period for the implementation of the P2SK Law and does not reflect an operational deficit or financial management inefficiency," he explained.
