OJK Approves Merger of Five Sumatran Rural Banks into BPR Mangatur Ganda
The Financial Services Authority (OJK) has approved the merger of five rural banks (BPR) spread across Sumatra into PT BPR Mangatur Ganda, based in North Sumatra, as part of ongoing efforts to consolidate the banking industry. The five banks are PT BPR Mindosari (Bengkulu), PT BPR Rap Ganda (Jambi), PT BPR Tiurganda (South Sumatra), PT BPR Lipatganda (Lampung), and PT BPR Tahuan Ganda (Lampung).
Kepala OJK Provinsi Sumatera Utara Triyoga Laksito stated that this merger represents a breakthrough in developing BPR business activities by expanding market share and operational reach across five provinces in Sumatra. He emphasised that strong governance, risk management, compliance, and dynamic business strategies responsive to community needs are crucial for BPRs to remain adaptive, competitive, and able to compete with other financial service institutions.
Following the merger, the combined entity’s total assets are projected to exceed IDR 400 billion, with core capital above IDR 135 billion and a capital adequacy ratio (KPMM) exceeding 50 percent. These indicators provide a strong foundation for product innovation, information technology optimisation, and human resource strengthening, thereby supporting financial services for the public, particularly MSMEs.
The merger approval was granted through OJK Board of Commissioners Decree Number KEP-45/D.03/2026 dated 19 June 2026. The merger becomes effective upon the approval of the amendment to the Articles of Association of the merged BPR by the Minister of Law of the Republic of Indonesia. The OJK noted that this corporate action demonstrates the commitment of BPRs to comply with POJK 7 of 2024 concerning BPRs and Sharia BPRs, and to become sound and resilient banks. This also aligns with the 2024-2027 BPR and Sharia BPR Development and Strengthening Roadmap, specifically the pillar of strengthening structure and competitiveness through accelerated consolidation. The OJK continues to encourage institutional strengthening of BPRs and Sharia BPRs through consolidation and transformation to create a more efficient, competitive, and resilient industry that contributes optimally to regional and national economies. The OJK also urged all customers and the public to remain calm and trust the services of BPRs, which are continuously being strengthened through sound and directed consolidation policies.
