The Financial Services Authority (OJK) has announced the large-scale merger of eight Rural Banks (BPR) in Serang, Banten. The OJK has granted approval for the amalgamation of PT BPR Lambang Ganda, PT BPR Tutur Ganda, PT BPR Sungkunandhana, PT BPR Persada Ganda, PT BPR Ihuthan Ganda, PT BPR Sapadhana, PT BPR Padat Ganda, and PT BPR Ulintha Ganda into PT BPR Pusaka Dana.

The merger approval was established through Decision of the OJK Board of Commissioners Number KEP-48/D.03/2026 dated 1 July 2026 concerning the Granting of Merger Approval for the eight BPRs into PT BPR Pusaka Dana. With the issuance of this decision, the business licences of the eight merging BPRs are declared void, and all assets, liabilities, rights, and business activities of each BPR are transferred to PT BPR Pusaka Dana as the surviving bank, domiciled at Jalan Dewi Sartika Number 40B, Ciputat District, South Tangerang City, Banten Province.

Furthermore, the OJK also approved the change in status of all office networks of the merging BPRs to become office networks of the merged PT BPR Pusaka Dana. Head of OJK Banten Province, Adi Dharma, stated that this corporate action is an implementation of OJK Regulation Number 7 of 2024 concerning Rural Banks and Sharia Rural Banks, as well as a strategic step in strengthening the resilience of the BPR industry through institutional consolidation.

“The merger of eight BPRs into PT BPR Pusaka Dana is a tangible form of strengthening the BPR industry structure, which is expected to increase capital capacity, expand service networks, improve operational efficiency, and strengthen the competitiveness of the merged bank in providing quality services to the public and business actors, especially the micro, small, and medium enterprise sector,” Adi said in a statement on Thursday (9/7/2026).

Adi added that the success of the consolidation process is not only measured by the completion of the administrative aspects of the merger, but also by the ability of the merged bank to integrate good corporate governance, strengthen the implementation of risk management, improve the quality of human resources, and maintain customer trust through professional and sustainable services.

“The OJK will continue to supervise so that the post-merger integration process runs effectively, so that the consolidation objective of creating a healthier, stronger, more efficient, and more competitive BPR can be achieved optimally,” he added.

This merger is part of the implementation of the BPR-BPRS Development and Strengthening Roadmap 2024-2027, which places institutional consolidation as one of the main strategies in building a BPR industry that is more resilient, adaptive, and capable of supporting sustainable national economic growth. Through this merger, PT BPR Pusaka Dana will have a wider operational network with offices spread across Banten, West Java, Central Java, and East Java, thereby expected to increase service reach to the public and strengthen the contribution of BPRs in promoting financial inclusion across various regions.
