The Corruption Eradication Commission (KPK) has received information that some officials are still using official vehicles for Eid al-Fitr homecoming in 1447 Hijriah. Deputy Chair of DPR RI Commission II Deddy Sitorus called for the enforcement of rules regarding the use of official vehicles (mobdin).

“In principle, the law and regulations must be enforced because we are a rule of law state. The forms of punishment can vary, from warnings, sanctions, and others,” Deddy told reporters on Sunday (29/3/2026).

According to Deddy, the misuse of official vehicles for personal purposes continues to recur year after year. He also touched on the issue of a culture of shame.

“This is a problem that repeats from year to year and shows a low level of discipline as well as indifference to the rules. In my opinion, the culture of shame must start from the top; if those at the top are firm and set an example, those below will certainly follow,” he said.

Deddy called for an evaluation regarding the use of official vehicles. He warned against arrogance.

“This recurring incident shows the need for an in-depth evaluation of whether the use of official vehicles is a form of defiance, necessity, indifference, or mere arrogance,” he stated.

“From there, solutions to this problem can be considered. If civil servants (ASN) and officials cannot be orderly on something as small and simple as this, let alone on matters far from public oversight!” he continued.

PKS: Rules Prohibit It

Member of DPR RI Commission II and Deputy Chair of PKS DPP Mardani Ali Sera reminded about the rules on the use of official vehicles (mobdin). He asked for the information to be checked.

“The rules prohibit it. Just check; there might be a reasonable reason,” Mardani told reporters on Sunday (29/3).

Mardani requested that the information about officials using official vehicles for homecoming be investigated, along with the reasons. He called for sanctions if there is a violation.

“But if there is no justifying reason, there must be sanctions. Although once again, the overall condition must be considered,” he said.

The use of official vehicles is regulated in Minister of State Apparatus Empowerment Regulation Number PER/87/M.PAN/8/2005 on Guidelines for Implementing Efficiency, Savings, and Work Discipline.

That regulation stipulates the use of operational official vehicles in three provisions. Here are the provisions for the use of official vehicles by state apparatus:

  1. Operational Official Vehicles are only used for official purposes that support main tasks and functions,

  2. Operational Official Vehicles are limited to use on office working days,

  3. Operational Official Vehicles are only used within the city, with exceptions for out-of-city use with written permission from the head of the government agency or the assigned official according to their competence.

Suspected Officials Using Mobdin for Homecoming

The KPK received information about officials still using official vehicles for personal purposes during the Eid al-Fitr 1447 H celebration. The KPK also asked every agency to conduct evaluations related to the misuse of official vehicles for personal purposes.

“The KPK has received information about the continued misuse of official vehicles in several agencies for personal and non-official purposes. For this reason, we urge regional heads and inspectorates to immediately conduct a thorough evaluation of the misuse of official vehicles in their environments,” KPK spokesperson Budi Prasetyo told reporters on Saturday (28/3).

Budi stated that the evaluation is important to ensure no misuse of state facilities for personal purposes, including during Eid homecoming activities. This evaluation is also part of maintaining the accountability and integrity of state organisers.

“The evaluation is part of efforts to maintain the accountability and integrity of state organisers (PN) and civil servants (ASN),” he said.

According to Budi, the use of official vehicles for personal purposes is a deviation and has the potential to become an entry point for corrupt practices. He noted that corruption risks do not only arise from the misuse of authority or position but also stem from the misuse of state facilities.
