Jakarta — The government has prepared administrative sanctions for Electronic System Operators (PSE) that violate provisions in Government Regulation (PP) No. 17 of 2025 concerning the Governance of Electronic System Operations for Child Protection in Digital Spaces (PP Tunas).

Alexander Sabar, Director General of Digital Space Supervision at the Ministry of Communication and Digital (Komdigi), stated that these sanctions are outlined in Article 38 paragraph (2) of PP Tunas and can be imposed progressively according to the severity of violations committed by digital platforms.

“Administrative sanctions under PP Tunas, Article 38 paragraph (2), may include written warnings, administrative fines, temporary suspension, and/or access termination,” Alexander told CNBC Indonesia via message on Tuesday (10 March 2026).

He emphasised that where violations relate to personal data protection, the sanctions mechanism will follow provisions set out in the Personal Data Protection Law (UU PDP).

“If the violation concerns Personal Data Protection, the administrative sanction follows the provisions of the Personal Data Protection Law,” he affirmed.

PP Tunas is a regulation designed by the government to strengthen child protection in digital spaces, including on social media platforms and online gaming services. Under these rules, every Electronic System Operator must filter content that could potentially harm children.

Digital platforms are also required to provide accessible reporting mechanisms for users and ensure that handling and remediation processes proceed swiftly and transparently.

Last week, Komdigi launched Ministerial Regulation (Permen) No. 9 of 2026 on the Governance of Electronic System Operations in Child Protection. This regulation is derived from PP Tunas.

The Permen will ensure that accounts for children under 16 years old on numerous high-risk digital platforms are deactivated from 28 March 2026 onwards. In this initial phase, platforms affected include YouTube, TikTok, Facebook, Instagram, Threads, X (formerly Twitter), Bigo Live, and Roblox.
