Official! Bayan Granted Additional Coal Production of 15-20 Million Tonnes

The Ministry of Energy and Mineral Resources (ESDM) has approved the revision of the Work Plan and Budget (RKAB) for three subsidiaries of PT Bayan Resources Tbk (BYAN). This approval provides an additional coal production quota of approximately 15 to 20 million tonnes.

The approval for the increased production quota was issued after the three subsidiaries were declared to have met all the technical requirements of the document evaluation.

The Director General of Mineral and Coal (Dirjen Minerba) at the Ministry of ESDM, Tri Winarno, confirmed the issuance of the revised RKAB documents for the three Bayan Group subsidiaries.

“The (Bayan RKAB) is completed, it is done now,” said Tri, when met during a blood donation event for the 81st Mining Anniversary at Balai Sudirman, Jakarta, on Monday (21/09/2026).

“The total for those three is around 15 to 20 (million tonnes), I believe? Yes, somewhere in between that,” Tri added.

He emphasised that the RKAB approval process was conducted purely based on technical evaluation criteria and was not related to issues regarding share transfer transactions.

“Actually, there are no sensitive issues, yet people keep linking it to share purchases and so on. I am not involved in that,” he asserted.

The government noted that the additional coal production volume approved in the RKAB revision is intended for three Bayan subsidiaries that were previously completing administrative requirements. From the total applications submitted, the range of the additional quota issued is between 15 million and 20 million tonnes.

“I do not know the specific details, but there are several requirements for the RKAB, such as matrices and so forth; I do not know the specifics,” he added.

He also addressed the issue regarding the granting of additional RKABs being linked to the entry of new shareholders into the company. The government emphasised that any corporate action involving a change in shareholders must obtain official permission from the Minister of ESDM to be considered legally valid.

“No. The point is this: a change in shareholders must have the Minister’s permission. So, if it is just an initial agreement, that is fine. But a change in shareholders is only valid once it has received the Minister’s approval,” he concluded.
