Ocoy's Testimony Regarding SGD-Filled Envelopes from Cargo Boss for Customs Defendant
Orlando Hamonangan, also known as Ocoy, serving as the Head of Customs Intelligence Section I of the Directorate of Enforcement and Investigation, has revealed the delivery of envelopes containing money from Blueray boss John Field. Orlando stated that there were six envelopes marked with the code ‘BY’ entrusted by John to Budimam Bayu Prasojo, the Head of Excise Intelligence Section P2 of the Directorate General of Customs and Excise.
Orlando provided this testimony while acting as a witness for Budiman Bayu in the gratification case involving the Directorate General of Customs and Excise at the Central Jakarta Corruption Court on Wednesday (16/09/2026). Orlando is also a defendant in a separate case involving bribery and gratification related to goods importation at Customs.
Orlando admitted to receiving the envelopes from John Field to be delivered to Bayu on six occasions during August, September, October, November 2025, and January 2026. Orlando noted that the final envelope was rejected by Bayu.
“In August, September, October, November, and twice in January, were there envelopes marked ‘BY’ entrusted to you?” the prosecutor asked.
“Yes,” replied Orlando.
“And regarding the last one, it was at the end of January, correct?” the prosecutor asked.
“Late January, Sir, which was rejected by Mr Bayu,” Orlando answered.
Orlando stated that the final envelope rejected by Bayu was handed over to a staff member named Krismanto. He requested that the money be placed into the operational fund.
“Regarding the rejection of that envelope by Mr Bayu, where did you direct it?” the prosecutor asked.
“I gave it to Mr Krismanto, Sir,” Orlando replied.
Orlando stated that John mentioned each ‘BY’ coded envelope contained Singapore Dollars (SGD) with a value equivalent to IDR 75 million. In total, the five envelopes contained money worth approximately IDR 375 million.
“From my conversation with John Field, I asked, ‘Mr John, how much for Mr Bayu?’. (He replied) ‘IDR 75 million but in SGD’. I did not know the exact amount, Sir,” Orlando said.
“As far as you know, based on John Field’s notification, this amount for Mr Bayu was IDR 75 million per month, in Singapore Dollars every month?” the prosecutor asked.
“That is correct,” Orlando replied.
Previously, Budiman Bayu Prasojo was charged with receiving gratifications worth IDR 7.6 billion. Prosecutors stated that the gratifications were received in both Rupiah and foreign currencies.
Budiman Bayu’s legal team previously responded to the testimony of Blueray Cargo boss John Field regarding the IDR 525 million. The legal team argued that John’s testimony suggests the money was provided at Orlando’s request.
“The owner of Blueray Cargo explained that the arrangement and provision of money were carried out based on Orlando’s request. The witness did not explain any provision of money to Budiman Bayu Prasojo,” Budiman’s legal team stated in a written statement on Monday (07/09/2026).
The legal team noted that the meeting involving Blueray Cargo occurred while Budiman was summoned by Sisprian Subiaksono, the Head of the Intelligence Sub-directorate of the Directorate of Enforcement and Investigation of the Ministry of Finance’s Customs. Sisprian is also a defendant in this case.
“What must be proven is Budiman’s concrete actions. Who gave, who received, who controlled or enjoyed the money, for what purpose the provision was made, and what official action was the reward. Structural relationships or being in the same directorate cannot replace the proof of an individual’s role,” the legal team stated.
