Observer Warns Jakarta Smoke-Free Zone Regulation Must Be Implemented with Caution

Jakarta (ANTARA) — Public policy observer from Trisakti University, Trubus Rahadiansyah, has warned that efforts to implement Jakarta Provincial Regulation (Perda) No. 7/2025 on Smoke-Free Zones (KTR) must be carried out with the utmost caution.

"The Jakarta KTR regional regulation does not merely govern where smoking is and is not permitted. It extends to regulating sales by traders. It is this expanded scope of regulation that could trigger significant public resistance. The government must be aware of these dynamics," Trubus said in Jakarta on Friday.

He emphasised that enforcement of the KTR regulation cannot simply be implemented strictly, as its impact on economic sustainability and business continuity must be taken into account.

In the context of current economic growth, Trubus assessed that the government is encouraging business operators to get moving again. For this reason, he argued, all policies or regional regulations containing prohibitions must be accompanied by solutions.

Going forward, the implementation of Jakarta Provincial Regulation No. 7/2025 must not be overly rigid, according to Trubus.

"It must be able to provide a point of balance that produces a win-win solution. In practice, it must not become a total ban. The Governor must adopt a position on how future implementation will proceed by absorbing the current dynamics," Trubus said.

On the other hand, Izzudin Zidan, a member of the Warteg Merah Putih Community, called on the Jakarta Governor to remain committed to supporting the economic sustainability of micro, small and medium enterprise (MSME) operators.

Looking ahead, Zidan hopes that the practical implementation of the Jakarta KTR regulation will not become an additional burden for business operators, including warteg (traditional Javanese eateries).
