Senior Political Analyst Boni Hargens has stated that the ‘Presisi’ concept implemented by National Police Chief General Listyo Sigit Prabowo has brought significant and fundamental changes to the performance and culture of the Indonesian police institution, transforming it from an institution that faced reputational tests into one trusted by the people. He made the remarks at the launch of the book ‘Jend. Pol. Listyo Sigit Prabowo, Sang Arsitektur PRESISI Polri’ in Jakarta on Wednesday, 24 June 2026. According to him, the Presisi vision is a comprehensive design for change tailored to contemporary challenges. He assessed that General Listyo Sigit Prabowo successfully inherited an institution at a crossroads, caught between increasingly critical public pressure and unavoidable demands for reform, a situation in which the Presisi vision found its logical relevance. “Clearly, the Presisi vision is a holistic transformation concept that serves as a compass for modern police policy direction and work culture, uniting three mutually reinforcing core values,” Boni Hargens said. He further explained that the Presisi vision consists of three main supporting elements. The first, Predictive, means the police transformation has utilised data analytics based on the latest information technology for early detection of potential security threats before escalation occurs, ensuring the police are present before problems develop. The second pillar, Responsibility, means the police consistently carry out their duties effectively, quickly, and accurately by prioritising a humanist approach in every interaction with the public, where every action can be accounted for. “Finally, Transparency and Fairness. This pillar is translated to guarantee full accountability in every legal action so that public trust is maintained and justice is upheld in a tangible way felt by the people,” he explained. Boni Hargens further emphasised that the foundation of the police transformation carried out by National Police Chief General Listyo Sigit Prabowo also targets organisation, operations, public service, and internal oversight. “These four main pillars form a solid, comprehensive, and structured foundation for the change of the police institution, interconnected and mutually reinforcing,” he concluded. The book launch was organised by the Forum Civil Society for Police Watch and attended by the author, Ali Ramadhan, as well as political analyst Boni Hargens, who wrote the prologue. The book is divided into two main parts: Part One, themed ‘Foundation & Vision’, depicts the career journey and the PRESISI transformation concept; Part Two, themed ‘Disruption of Democracy & the Future Bhayangkara Corps’. “This book reviews the leadership journey of National Police Chief General Listyo Sigit Prabowo, while also offering an analytical framework on the role of the police institution in facing democratic disruption in the digital age,” said Ali Ramadhan at the book launch event.
