Nusron targets 10-day completion for land title transfer services

Agrarian and Spatial Planning Minister/Head of the National Land Agency (ATR/BPN) Nusron Wahid is targeting the completion of land title transfer services within a maximum of 10 days to accelerate land services for the public. “We have established an SOP, a maximum of 10 days for title transfers,” Nusron told reporters after a Coordination Meeting on Land and Spatial Planning Policy Programmes for East Nusa Tenggara (NTT) Province in Kupang on Tuesday. The 10-day maximum service for title transfers will be implemented starting 17 August 2026 as an effort to improve land services for the community. According to Nusron, the 10-day service comprises three days for processing the Land and Building Rights Acquisition Fee (BPHTB), two days for completing the Sale and Purchase Deed (AJB), and five days at the ATR/BPN office for document verification and other administrative processes. He stated that one of the reasons for the lengthy title transfer process has been the verification of BPHTB payments by local governments, which takes considerable time. Therefore, the ATR/BPN Ministry together with the Ministry of Home Affairs will issue a joint circular adopting a ‘positive fiction’ approach. If the local government does not complete verification within three days, the BPHTB payment will be deemed approved. In addition to accelerating title transfer services, the government is also working to resolve various land issues in NTT, including conflicts between community settlements and forest areas, government assets that have been occupied by the public, and the acceleration of community land certification. Nusron said the central government is also committed to accelerating the drafting of Detailed Spatial Plans (RDTR) in NTT. Of the 115 RDTR targeted, only 27 have been completed to date, necessitating acceleration. He added that the government is also resolving several land issues, including land acquisition in Rote Ndao Regency and the arrangement of coastal and marine border areas in West Manggarai Regency. He noted that coastal border areas are common property or for common use, not private property, so their utilisation must comply with regulations and obtain permits from the relevant agencies. Nusron also urged low-income residents who own homes but lack certificates to take advantage of the free land certification programme in accordance with applicable regulations. “For the people of NTT, let’s certify your land. Those who already have old certificates should update them at the BPN office so they are not encroached upon. Those who do not yet have certificates should get them immediately to have legal certainty of their rights,” he said.
