Jakarta (ANTARA) - The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, stated that current transformation efforts are focused on strengthening organisational structures and enhancing service quality, particularly regarding Title Transfer and Measurement services.

“The ultimate goal of all this is service. The organisational unit is merely a supporting requirement. What is the point of undergoing organisational transformation if it actually makes things more difficult?” Minister Nusron said in a statement in Jakarta on Saturday.

Minister Nusron convened Heads of Land Offices (Kantah), particularly from Java and major regions outside Java. He instructed his staff to ensure that both organisational and service transformations begin to take effect within 2026.

In the initial stage, service transformation is focused on two primary services: Title Transfer and Scheduled Measurement. To ensure effective implementation, this coordination meeting included an evaluation of Land Offices that had previously implemented organisational or service transformations.

“I am here primarily to check the 10 Land Offices that have already undergone organisational structure transformations, where Section Heads (Kasi) use a regional approach. Please report whether this has been effective or not in this forum,” he said.

Nusron explained that evaluations were also conducted for 17 Land Offices acting as pioneers for the 10-day Integrated Title Transfer programme. Each office shared their experiences and feedback regarding the implementation of service transformations, including various obstacles encountered in the field.

According to Minister Nusron, these evaluations are essential to ensure that all hurdles in the service process can be identified and resolved.

In particular, he noted the importance of addressing the public’s need for clarity regarding the completion time for land services, which is currently being submitted to the Land Offices.

“The core issue, ladies and gentlemen, is that we want to provide certainty to the public. We must ensure that applicants do not remain in the dark about when their applications will be completed. This is our primary priority,” he said.

In line with this, Minister Nusron requested that Regional Offices (Kanwil) and Land Offices that have not yet implemented the transformation prepare themselves immediately. The expansion of organisational transformation will be carried out gradually to cover more offices this year.

“As of 24 September this year, I received a report from Mr Makarima (Head of the Bureau of Organisation, Governance, and MR) that an additional 50 offices will be immediately included. Furthermore, by the end of December, another 50 offices will be added, bringing the total organisational transformation to 110 offices this year,” he revealed.

The transformation of Title Transfer services will also be expanded, with a target number of Land Offices at least equal to the organisational transformation target.

“Furthermore, if we include the Title Transfer service, the minimum target is the same. So, 110 offices,” Minister Nusron continued.

To this end, he urged Regional Heads and Heads of Land Offices to prepare and ensure that the transformation results in services that are easier, clearer, and provide certainty to the public.
