Jakarta - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid has stated that the transformation of land services is intended to close systemic loopholes that can be exploited by land mafias. “Mafias will thrive if there are holes, if there are grey areas,” said Minister Nusron in a statement in Jakarta on Tuesday. According to him, the Ministry of ATR/BPN is striving to shut down the space for land mafias by establishing a policy to accelerate service times, supported by the integration of land data and local government data. One of the things considered to be a risky loophole for land mafias is the discrepancy between local government data and land data, such as the Tax Object Number (NOP) and the Land Parcel Number (NIB). “We want a service transformation, providing ease of service to the public. If the data is good, I think this acceleration of service will actually close the space for mafias to operate,” he said. The Ministry of ATR/BPN is also strengthening the certainty of land service times so that protracted processes do not become a reason for unscrupulous mafia elements to offer their services to the public. One manifestation of this strengthening is the establishment of a 10-Day Transfer of Rights service, which will be implemented gradually starting 17 August 2026 in 17 regencies/cities. “With transparency, acceleration, and data integration, this actually closes the opportunities for mafia action. Because, the most effective way to fight the mafia is not just to arrest them, but the most important thing is to fix the system and improve the integrity of human resources,” he added.
