The Nusa Tenggara Timur (NTT) provincial government officially closed the Musyawarah Perencanaan Pembangunan (Musrenbang) for the 2026 Regional Development Work Plan (RKPD) for planning the 2027 development at the Aston Kupang Hotel on Saturday (9/5/2026).

The committee chair, Theresia Florensia, stated that the Musrenbang was guided by Law No. 25 of 2004 on the National Development Planning System, Law No. 23 of 2014 on Regional Governance, and Ministry of Home Affairs Regulation No. 86 of 2017.

The acting Head of the NTT Regional Development Planning Agency (Baperida) explained that the event was also based on the NTT Regional Long-Term Development Plan (RPJPD) 2025-2045 and the NTT Regional Medium-Term Development Plan (RPJMD) 2025-2029.

“This Musrenbang aims to agree on regional development priorities for 2027, align development programmes and activities between the central government, province, and regencies/cities in Nusa Tenggara Timur, as well as accommodate community aspirations and stakeholder interests in the regional development planning process,” Theresia clarified.

The Musrenbang took place from 7-9 May 2026 with the theme of Enhancing Basic Services for Human Resources and Economic Productivity.

Discussions were divided into three sectors: governance and human development, economy, and infrastructure and spatial planning.

Theresia revealed that there were 124 development aspiration proposals from regencies/cities that were discussed, covering 104 village and sub-district points.

“A total of 93 proposals were approved, and 31 proposals could not be accommodated because they are not yet priorities and focuses of the provincial government’s development for 2027,” she said.

She added that several proposals still require adjustments to authority, technical document readiness, and funding sources.

Focus on Roads, Clean Water, to Stunting

The approved proposals include road rehabilitation, provision of clean water and water resources, settlement improvements, support for agricultural facilities and infrastructure, enhancements to education and health services, stunting management, strengthening of border areas, as well as environmental management and disaster response.

“The substance of the development proposals is concentrated on the priority programmes or dasa cita of the NTT Provincial Government, including strengthening the agricultural and maritime sectors, tourism development, improving public health services, vocational schools based on local potential, as well as building roads, water, electricity, and decent housing,” Theresia explained.

“All inputs and agreements obtained during the Musrenbang will serve as the basis for refining the draft RKPD for NTT Province in 2027, particularly in strengthening development synergy between the central government, provincial government, and regencies/cities,” she added.

Ministry of Home Affairs Highlights Development Synchronisation

Restuardy Daud, Director General of Regional Development at the Ministry of Home Affairs, who attended virtually, emphasised the importance of synchronising regional planning with national policies.

“Synchronisation and consistency are key so that development plans are not just administrative processes, but truly able to address community needs and connect with the direction of national development policies,” he stated.

He mentioned that the principles of RKPD preparation include setting appropriate priorities, synchronising central and regional policies, reducing development disparities, and ensuring consistency in planning and budgeting.

Restuardy also outlined six national policy directions for 2027: strengthening food and energy resilience, improving human resource quality, strengthening the national economy based on regional potential, region- and environment-based development, poverty reduction and improved public services, as well as regional stability and inter-regional cooperation.

According to him, the theme of NTT’s 2027 RKPD is appropriate because regional productivity will not increase if regional spending is not focused on priority sectors.

“Therefore, government spending must be directed towards improving human resource quality, strengthening MSMEs, and developing productive sectors,” he said.
