NTT Governor Issues Regulation on Learning Hour Movement, Restricts Mobile Phone Use
The Governor of East Nusa Tenggara (NTT), Emanuel Melkiades Laka Lena, issued a Provincial Regulation (Pergub) on the Learning Hour Movement in Community Environments, coinciding with National Education Day (Hardiknas) on 2 May. The regulation also restricts mobile phone use by children.
According to Melki, the Pergub strengthens the family-based education ecosystem by encouraging active parental involvement in accompanying children’s learning processes at home. This policy is designed to ensure that education does not stop at school but continues in the family environment.
“The Learning Hour Movement regulates active participation from parents and synergy with schools, so that after returning from school, children still have quality learning time at home with full warmth and affection,” explained Melki while leading the provincial Hardiknas ceremony at the NTT Education and Culture Office (Disdikbud), on Saturday (2/5/2026).
Melki stated that restricting gadget use is also an important part of the policy to encourage healthier interactions between children and families. Under the Pergub, the Learning Hour Movement is implemented routinely from Monday to Friday outside school hours, with implementation adjusted to family conditions, parental activities, or local religious and cultural events.
The programme includes character building, strengthening religious values, improving literacy, completing school assignments, learning local culture, and enhancing family relationships through positive interactions.
“Children need to be accompanied, not just supervised. With family involvement, we want to build strong learning habits while shaping the character of NTT’s future generations,” said the Golkar Party politician.
