NTT Attorney General's Office to Soon Examine Two Prosecutors Allegedly Extorting Contractor in Kupang
The Assistant for Supervision (Aswas) of the NTT High Prosecutor’s Office will soon examine two prosecutors suspected of extorting a contractor named Hironimus Sonbay (33). The two prosecutors are Ridwan Sujana Angsar and Noven Verderikus Bulan.
Ridwan currently serves as the Head of the Medan District Prosecutor’s Office in North Sumatra. Meanwhile, Noven Bulan is the Coordinator for General Criminal Affairs (Pidum) at the NTT High Prosecutor’s Office. Both are alleged to have extorted Roni, who is now a defendant in a corruption case involving the rehabilitation of school buildings in Kupang City and Kupang Regency.
“After receiving this information, the NTT Attorney General immediately ordered Aswas to promptly conduct clarification and examination regarding its veracity,” stated Assistant for Intelligence (Asintel) of the NTT High Prosecutor’s Office, Muhammad Ahsan Thamrin, when interviewed at his office on Wednesday (29/4/2026).
Ahsan explained that the examination is planned for the near future. According to him, the entire NTT High Prosecutor’s Office family feels deeply shocked by the alleged extortion. NTT Attorney General Roch Adi Wibowo has also instructed all personnel to maintain integrity and avoid any disgraceful or deviant actions outside their duties and authority.
“We will conduct the examination as soon as possible in the coming days,” Ahsan clarified.
According to Ahsan, if the examination proves that Ridwan and Noven committed extortion, they will face sanctions ranging from light to moderate to severe.
“However, everything depends on the results of the examination,” Ahsan explained.
Ahsan emphasised that if any rogue prosecutors emerge in the future, they will not be tolerated. This is because Attorney General Sanitiar Burhanuddin has stressed that the office does not need clever prosecutors, but those with integrity.
“Integrity is paramount for law enforcement officials, no matter what,” Ahsan asserted.
In addition, Ahsan stated that although there has been no official report, the NTT High Prosecutor’s Office is still following up on the alleged extortion. The suspects will soon be summoned to account for their actions.
“In essence, our leadership continuously reminds every prosecutor to always safeguard themselves, their families, wives, and the institution. If there are any other victims, they can report immediately via the NTT High Prosecutor’s Office hotline that we have disseminated on social media,” Ahsan concluded.
Revealed in Plea Hearing
It was previously reported that the two prosecutors are alleged to have been involved in extorting the defendant Hironimus Sonbay alias Roni in the project for renovating primary and secondary schools in Kupang City and Kupang Regency. The two are Ridwan Sujana Angsar and Noven Verderikus Bulan.
Ridwan currently serves as the Head of the Medan District Prosecutor’s Office in North Sumatra. Meanwhile, Noven Bulan is assigned to the NTT High Prosecutor’s Office. The alleged extortion came to light during the reading of the plea note or defence by Roni’s lawyer, Fransisco Bessie, at the Kupang Corruption Court (PN Tipikor Kupang) on Tuesday (28/4/2026) evening.
The hearing was chaired by Chief Judge I Nyoman Agus Hermawan, with members Raden Haris Prasetyo and Bibik Nurudduja. The defendants in this case are Roni, Didik, and Hendro Ndolu.
“From the start, this case has been overly forced because the defendant has already paid a lot of money to certain prosecutors, namely Ridwan Sujana Angsar, who at the time served as Head of the Oelamasi District Prosecutor’s Office in Kupang Regency,” Fransisco said while reading the plea note on Monday.
Fransisco revealed that Ridwan received Rp 140 million in 2022, paid in instalments. The first payment of Rp 50 million was made at the Sasando Hotel in Kupang City. The second payment of Rp 50 million was handed over through a person named Gusty Pisdon at his home in Sikumana Subdistrict, Kupang City.
Subsequently, Ridwan met Roni at the Naka Hotel. During the meeting, Ridwan claimed to have received only Rp 40 million. Roni then called Gusty to inquire about the remaining amount.
Gusty admitted to having given Rp 10 million to Benfrid Foeh, who was later identified as a prosecutor. Ridwan is also said to have met defendant Didik at the Oepoi Sports Hall in Kupang City and demanded an additional Rp 50 million.
“At that time, the prosecutor named Ridwan Sujana Angsar said, ‘I don’t want to know, you two (Roni and Didik) must prepare Rp 50 million, tomorrow you must hand it over to me because I have needs in Jakarta,’” Fransisco quoted.
Since Didik did not have the money, Roni covered the demand and delivered Rp 50 million to the gate of the NTT High Prosecutor’s Office. The money was received by Ridwan’s personal driver and witnessed by Roni’s driver.
Besides Ridwan, Fransisco mentioned that Noven Bulan, who at the time served as Head of Intelligence at the Oelamasi District Prosecutor’s Office, is also suspected of extorting Roni for around Rp 175 million. Of that amount, Rp 150 million was used, while the rest was said to pay an expert from Kupang State Polytechnic.
Roni is also said to have handed over Rp 500 million to the commitment-making official (PPK) Hendro Ndolu, paid in two stages: Rp 200 million and Rp 30 million.
“Thus, all this evidence has been officially submitted on 21 April 2026 during the hearing and directly received by the panel of judges handling the case,” Fransisco revealed.
