NTT Attorney General and Police Chief Complain of Budget Shortfalls to House Commission III
The working visit of House of Representatives Commission III to East Nusa Tenggara (NTT) was utilised by the NTT Attorney General and Police Chief to convey the obstacles they face, including budget issues and limitations in facilities and infrastructure that impede fieldwork duties.
NTT High Public Prosecutor’s Office Chief Roch Adi Wibowo expressed gratitude for the direct presence of Commission III leaders at his office. “I express my gratitude to the Commission III leaders for visiting our office. There were many inputs from Commission III earlier, which are valuable for us and will certainly be followed up,” stated Roch Adi Wibowo on Wednesday (22/4/2026).
Roch revealed that budget efficiency has a significant impact on the prosecutor’s performance. One example is the remuneration budget for work units under the NTT High Prosecutor’s Office, which will be depleted by June 2026.
“We are also severely short on budget for carrying out our duties. Some work units will run out of funds for remuneration payments by June 2026. I don’t know about the months after June. I convey it this way because the fact is that this efficiency greatly affects our performance,” he explained.
Meanwhile, NTT Police Chief Inspector General Rudi Darmoko noted that the archipelagic geography poses a particular challenge for the police force.
“We have also conveyed the obstacles and hindrances we experience during fieldwork. Among others, NTT’s geography consists of islands, and our facilities and infrastructure are still lacking,” said Rudi.
He cited the limitations in operational vehicles for community policing officers as an example. “For instance, vehicles—like for bhabinkamtibmas—need support with two-wheeled vehicles because there are very challenging terrains, even some bhabinkamtibmas use bicycles, whereas some areas in NTT are hilly,” he stated.
The two-star general also explained that assistance of 20 trail motorcycles had previously been provided by Commission III last year, which proved very useful.
“Last year, we received assistance from Commission III during their visit here, and we got 20 trail motorcycles. We also conveyed this to Mr Benny because it was very beneficial in supporting fieldwork assignments,” he clarified.
Rudi hopes that these aspirations can be followed up by Commission III to address the police’s difficulties in NTT in providing services to the public.
“We have also conveyed to Mr Benny, as the head of the Commission III delegation, the obstacles we face in the field. We hope these shortages can be fulfilled so we can improve services to the community,” he added.
Commission III Highlights NTT Police Substations
Head of the Commission III Working Visit Team, Benny Kabur Harman, assessed that the police apparatus in NTT operates under limited facilities and infrastructure.
“What our police colleagues face is truly extraordinary. Imagine going in and out of poor rivers, sometimes facing difficulties. Indeed, our colleagues’ duties are not supported by adequate facilities and infrastructure,” said Benny.
According to him, law enforcement is hard for the public to feel if facilities and infrastructure are inadequate. “So, how do we realise justice so that small communities can directly feel it if the facilities and infrastructure are not supported? This includes providing barracks and offices, and the police substations in NTT are far from decent,” stated Benny.
