The Speaker of the West Nusa Tenggara (NTB) Regional Council, Baiq Isvie Rupaeda, has confirmed that the implementation of ‘pokir’ (legislative thought) programmes by all NTB Regional Council members that are executed outside of their respective constituencies will be cancelled.

This step was taken after receiving scrutiny from the Corruption Eradication Commission (KPK) during a Coordination, Monitoring, and Evaluation Meeting on NTB Local Government Governance on Wednesday night (2/9/2026).

“It is no longer permitted, it is no longer permitted. And I ensure there are none now (pokir outside constituencies),” Isvie stated firmly in Mataram.

Isvie said this firm measure was taken to ensure the transparent and targeted allocation of regional budgets. According to her, the momentum of the evaluation alongside the anti-corruption agency serves as the primary foundation for a comprehensive overhaul of the existing system.

“For much better and cleaner management and governance, we are proactively making these adjustments,” she said.

She revealed several crucial directives that are the focus of improvements in proposing community aspirations through the legislature to ensure they do not violate the law. The implementation of ‘pokir’ in the NTB Regional Council must be refined. The execution of ‘pokundus’ must not exceed time limits or be executed outside of the designated constituencies.

“It must not exceed the timeframe, the mechanism must be appropriate, and there must be no conflict of interest,” Isvie explained.

Regarding the fate of budget allocations that have already been proposed outside the respective constituencies of legislative members, Isvie ensured there would be evaluation and cancellation steps for programmes that have not yet commenced.

“That has been emphasised. It cannot be outside the constituency. This means those that have already been proposed will be reviewed; if they have not been implemented, they certainly will not be carried out,” asserted the Golkar politician from NTB.

To prevent the re-emergence of baseless budget proposals or ‘phantom pokir’, the legislature and the executive have agreed on strict legal corridors and a data integration system.

“With the minutes of the meeting signed, we must comply, and there will be a regional regulation (Pergub). I believe none of my colleagues will cause us to engage in actions that contravene the rules,” she said.

She ensured that all members of the NTB Regional Council will adhere to the instructions provided by the KPK and comply with the signed minutes of the agreement with the anti-corruption agency.

“The Governor was also instructed to create a regional regulation to properly regulate the distribution of goods and cash grants,” Isvie added.

Furthermore, all budgeting within the NTB Regional Council and Provincial Government must be entered into the Regional Development Information System (SIPD). This is an absolute requirement to close loopholes for budget misappropriation.

“It is mandatory to use SIPD. There will be no ‘phantom pokir’,” she stated optimistically.

Isvie believes this shared commitment can be realised to improve financial governance in NTB. “God willing, it is possible. We must be optimistic because, ultimately, mistakes must not be repeated. This is part of the improvement for the future,” she said.

Previously, the Director of Regional Coordination and Supervision V of the KPK, Maruli Tua Manurung, expressed similar sentiments following a Coordination, Monitoring, and Evaluation Meeting on NTB Local Government Governance, held alongside the Ministry of Home Affairs, BPKP, LKPP, and officials from the NTB Provincial Government and Regional Council.

“The KPK is collaborating with the Ministry of Home Affairs, BPK, and relevant agencies to continuously strengthen good governance. The focus is on areas with high vulnerability that directly impact public services, particularly development planning, budgeting, and the procurement of goods and services in NTB,” Maruli said in Mataram on Wednesday night.

Maruli revealed that the Integrity Assessment Survey (SPI) score for the NTB Provincial Government currently remains below the safe threshold (72.99) and below the national average of approximately 74 per cent, placing it in the ‘alert’ category.

According to Maruli, the most critical points vulnerable to the abuse of authority in the region include the mechanism for proposing ‘pokir’ in the NTB Regional Council, budget planning through to realisation, the distribution of grants, and the procurement process for goods and services.

“A minutes of agreement has been signed, containing concrete improvement steps. The output is the signed minutes, which will serve as material for monitoring and evaluation (monev) for follow-up over the next month,” Maruli emphasised.
