NTB DPRD to Summon BKD Head Over Employee Decrees Mismatched with Expertise

The West Nusa Tenggara (NTB) Regional House of Representatives (DPRD) will summon the Head of the NTB Regional Civil Service Agency (BKD), Tri Budi Prayitno. The summons relates to widespread allegations of civil service decrees (SK) deemed inconsistent with the designation and expertise of employees within the NTB Provincial Government.

The move is also in line with the plan of NTB Governor Lalu Muhamad Iqbal to conduct a comprehensive evaluation of the performance of regional apparatus organisations (OPD) after six months of his leadership.

The Chairman of Commission I of the NTB DPRD from the PPP faction, Moh. Akri, affirmed that Commission I will soon summon the Head of the NTB BKD regarding various staffing policies following the restructuring and reorganisation of the new Regional Regulation on Organisational Structure and Work Procedures (Perda SOTK).

According to Akri, the summons is being made to request an explanation and to evaluate the placement of echelon II, echelon III, and executive officials after their inauguration on 9 April.

This firm step was taken following numerous inputs from the public and internal bureaucracy regarding the mismatch between employee decree placements and the qualifications and expertise they possess.

‘There are many inputs that the employee decrees are not in accordance with their designation. Employees whose specialist expertise is not yet adequate,’ Akri told detikBali on Tuesday (18/8/2026).

Akri stressed that the NTB BKD, as the main instrument for civil service management within the NTB Provincial Government, is considered the most crucial party to be evaluated by the NTB Governor.

‘Yes, I think evaluating the BKD. We are summoning the BKD, because the BKD is the one that evaluates employees downwards,’ he asserted.

According to him, besides the position of Head of the NTB Regional Revenue Agency (Bapenda) being vacant, in the near future many OPD leadership positions will be filled by Acting Officials (Plt) because many echelon II and III officials will soon retire.

‘Yes, I think all OPDs are evaluated as a whole. Because that is part of the Governor’s commitment to conduct an evaluation. It has been more than four months since the inauguration,’ he asserted.

Akri said that employee performance evaluation is an integral part of the Governor’s commitment following the merger of OPDs and the birth of the new Perda SOTK. The move to summon the Head of the NTB BKD is aimed at ensuring that bureaucratic governance runs professionally and accountably.

‘We in Commission I support the Governor’s policy to conduct a comprehensive evaluation. The NTB BKD is one of the key OPDs that must be evaluated regarding staffing policies so far. In the near future, we will immediately summon the BKD to request clarification,’ said Akri.

Regarding the position of Regional Secretary (Sekda), the DPRD considers the Regional Secretary to be a unified leadership together with the Governor in overseeing the running of the government.

Therefore, explained the NTB PPP politician, the focus of the summons and oversight function will be directed in depth at the NTB BKD as soon as possible.

‘The Governor as the civil service supervisor, I think the Governor has the right to evaluate. We encourage him to evaluate,’ he concluded.
