NTB DPRD Commission IV Head Demands 1.5 Years for Rp 450 Million Gratuity

The Chairman of Commission IV of the West Nusa Tenggara (NTB) Regional House of Representatives (DPRD), Hamdan Kasim, has been sentenced to one year and six months in prison. The Golkar Party politician is one of the defendants in a gratuity case involving ‘ghost money’ within the NTB DPRD. “Sentencing the defendant to imprisonment for one year and six months,” demanded public prosecutor Budi Tridadi Wibawa on Wednesday (1/7/2026). The prosecutor stated that the sentence would be reduced by the time Hamdan Kasim has already spent in detention. In addition to the prison term, the prosecutor demanded a fine of Rp 100 million. “With the provision that if the fine is not paid, it will be replaced by three months’ imprisonment,” he said. The prosecutor stated that Hamdan Kasim gave a gratuity of Rp 450 million. Hamdan Kasim was found guilty of violating Article 605 paragraph (1) letter a in conjunction with Article 127 paragraph (1) of Law No. 1 of 2023 concerning the Criminal Code, in conjunction with Article 605 letter a of Law No. 1 of 2026 concerning criminal adjustments, in conjunction with Article 18 of Law No. 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended and supplemented by Law No. 20 of 2021. “Declaring the defendant legally and convincingly proven guilty of committing a criminal act of corruption jointly as charged in the primary indictment,” he stated. Hamdan Kasim is a defendant alongside two other NTB DPRD members, Indra Jaya Usman from the Democratic Party and Muhammad Nashib Ikroman, also known as Acip, from the Perindo Party. The three defendants were accused of being the givers of gratuities worth hundreds of millions of rupiah to several NTB DPRD members. The distribution of money within the NTB DPRD originated from a village empowerment programme. This programme was one of the priority programmes of NTB Governor Lalu Muhammad Iqbal, with a budget of Rp 76 billion from the governor’s directive. Iqbal assigned the programme to the newly elected NTB DPRD members for the 2024-2029 period, asking the three defendants to socialise it to other DPRD members. However, the budget had not yet been disbursed. Indra Jaya Usman and Acip were also sentenced to 1.5 years in prison. Public prosecutor Indrawan Pranacitra also demanded a fine of Rp 100 million for Acip. “With the provision that if the fine is not paid, it must be replaced by three months’ imprisonment,” he said. However, of the three defendants, only Indra Jaya Usman was ordered to pay restitution of Rp 400 million. “Charging Indra Jaya Usman to pay restitution of Rp 400 million, subsidiary to six months’ imprisonment,” demanded public prosecutor Agung Sutoto. The former chairman of the NTB Democratic Party Regional Leadership Council was found guilty of giving gratuities to several NTB DPRD legislators.
