Moscow (ANTARA) - The United States’ idea to continue dialogue with Russia on strategic stability is deemed unrealistic and still vague, according to Andrey Belousov, Russia’s Ambassador-at-Large for Special Tasks at the Ministry of Foreign Affairs and head of the Russian delegation to the NPT Review Conference.

“At present, the American idea is formulated in a very unrealistic manner and is also very unclear in its details,” Belousov stated in an interview with RIA Novosti.

He noted that there has been no decision in Moscow to start any negotiations with the US regarding strategic stability.

According to the diplomat, Russia believes that several conditions must be met for dialogue on this issue to continue, including the normalisation of bilateral relations and the resolution of fundamental contradictions in the security sphere.

Belousov also said that Moscow has taken note of the US call for multilateral nuclear arms control negotiations, directed at Russia and China.

“Additionally, Washington strictly links the prospects of such cooperation to the mandatory involvement of China, whose refusal on this issue is already known to the Americans. At the same time, the United States avoids the participation of the United Kingdom and France, which is fundamentally important for our country,” he explained.

The 11th NPT Review Conference will be held in New York from 27 April to 22 May 2026.

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is an international treaty aimed at preventing the spread of nuclear weapons, promoting the use of nuclear technology for peaceful purposes, and furthering disarmament. The NPT was signed in 1968 and entered into force in 1970, serving as a cornerstone of global security with three main pillars.

The three main pillars are, first, non-proliferation, which prevents non-nuclear-weapon states from producing or acquiring nuclear weapons; second, disarmament, under which nuclear-weapon states are obligated to reduce and ultimately eliminate their arsenals; and third, peaceful use, which grants member states the right to develop nuclear energy and technology for peaceful purposes.

Nearly all countries in the world have signed the NPT, making it the nuclear weapons treaty with the largest number of members. The NPT recognises five countries (US, Russia, China, UK, and France) as official nuclear-weapon states, as they had detonated nuclear devices before 1967.

The International Atomic Energy Agency (IAEA) is responsible for verifying that nuclear materials are not diverted from peaceful purposes to weapons.

Indonesia is one of the countries that has ratified the NPT and actively supports global nuclear disarmament efforts.
