Now Being Widely Implemented, Here Are the Differences with Handheld ETLE
JAKARTA - The Indonesian National Police have officially implemented the Electronic Traffic Law Enforcement (ETLE) Handheld device in several regions, such as Tangerang City, as an effort to increase road user compliance.
Tangerang City Metro Police Traffic Unit Head AKBP Nopta Histaris Suzan explained that, unlike the conventional ETLE system, this handheld device is mobile and can be used flexibly by officers in the field.
“This device allows officers to take direct action at the violation site,” she stated in a written release quoted on Monday (4/5/2026).
This technology is expected to curb various frequent violations, from counterflow driving and not wearing helmets to parking in prohibited areas.
In addition to enforcement, the system also provides opportunities for direct education to violators. Officers can explain at the scene, helping the public better understand their mistakes.
“So it’s not just about increasing traffic violation enforcement; the police can also provide direct education to the traffic violators encountered in the field,” said Nopta.
Conventional ETLE is static at strategic points such as traffic lights or intersections, whereas ETLE Handheld is mobile and can be moved by being placed on police officers’ uniforms or vehicles.
Conventional ETLE has limited coverage, whereas ETLE Handheld can reach areas not yet equipped with conventional ETLE.
Conventional ETLE records traffic violation images and stores them in a central database based on the Motor Vehicle Number Plate (TNKB), after which the police send a confirmation letter to the vehicle owner’s address.
In contrast, ETLE Handheld records images using the officer’s mobile phone to serve as evidence in court.
