Not possible to split Bogor

My understanding of the current reform is that it is improving
things drastically, not only the system but also the character of
the people.

We have been "indoctrinated" with reports of on-going changes
taking place in all fields in our country. One of them is the
issue of regional autonomy. Unfortunately, some people have not
shown appropriates attitude toward it. Why? Because establishing
new regions has been based on estimations, not on proportional
studies of, for instance, regional conditions, natural resources,
human resources and original regional earnings.

For example, Bogor Regency has been "narrowed" twice: first,
with the establishment of Bogor Municipality and second, with the
establishment of Depok Municipality. Both regions meet the
requirements of being separated from Bogor Regency and become
autonomous regions because viewed from all angles, they are
already in accordance with their physical and nonphysical needs.
However, at present it is extremely impossible to split Bogor
Regency again.

Recently, there has been a group of people trying to establish
Jasinga Regency, which they claimed comprises 10 subdistricts:
Rumpin, Leuwiliang, Ciampea, Cibungbulang, Pamijahan, Nanggung,
Cigudeg, Jasinga, Tenjo and Parung Panjang. In terms of the area,
it is possible, however, based on a calculation, the annual
earnings of the 10 subdistricts is approximately only Rp 8
billion. So, it is impossible that they can become a new regency
let alone six subdistricts of the 10 are classified as minus ones
in terms of their natural resources and human resources.
