The government is not only implementing a flexible Work From Home (WFH) scheme for Civil Servants (ASN) every Friday but also promoting efficiency measures through restrictions on official travel and the optimisation of online meetings. The policy takes effect on 1 April 2026 in accordance with Circular Letter (SE) of the Minister for Administrative and Bureaucratic Reform Number 3 of 2026 on the implementation of official duties for ASN in government agencies. “To implement efficiency measures, restrictions on official travel, optimisation of online meetings, and maximum use of official vehicles at 50 percent, except for operational and electric vehicles,” Minister for Administrative and Bureaucratic Reform, Rini Widyantini, was quoted from the Circular Letter on Wednesday (1/4/2026). Government agencies are urged to reduce the frequency of official travel and to maximise the use of communication technology for meetings and coordination activities. The government is also encouraging ASN to use energy such as electricity, gas, and water more wisely in the office environment. The utilisation of digital technology and integrated national information systems is also a focus in supporting more modern and efficient official duties. “Prioritisation of public transport in the implementation of official duties,” she explained. Personnel Development Officials or agency leaders are required to evaluate the effectiveness of the policy, particularly regarding organisational performance achievements, energy efficiency, and the quality of public services. The evaluation results are to be reported to the Minister for Administrative and Bureaucratic Reform no later than the 4th of the following month.
