North Sumatra to Accelerate Post-Disaster Recovery with Additional Regional Transfer Funds

The North Sumatra Provincial Government is following up on the additional Regional Transfer Funds (TKD) for the 2026 fiscal year amounting to Rp 6.356 trillion allocated by the central government. One of its purposes is to accelerate post-disaster rehabilitation and reconstruction. The provincial government has assured that the budget will be realised immediately to provide tangible benefits to the community and accelerate the recovery of affected areas. Governor of North Sumatra, Bobby Afif Nasution, stated that the central government has restored the TKD allocation for North Sumatra to around Rp 6 trillion. Of this amount, the North Sumatra Provincial Government will receive approximately Rp 1.1 trillion, which will be used to support rehabilitation and reconstruction programmes in disaster-affected areas. “We are committed to ensuring that this additional TKD truly benefits the community. Every budget must be utilised optimally to accelerate development, support the recovery of disaster-affected areas, and encourage community economic growth,” Bobby said in a written statement on Wednesday (15/7/2026). He made this statement during the Monitoring and Assistance Coordination Meeting for the Use of Additional TKD for the 2026 Fiscal Year, held at the Raja Inal Siregar Hall, North Sumatra Governor’s Office, on Tuesday (14/7). Based on the allocation set by the government, the additional TKD for North Sumatra reaches Rp 6,356,935,460,290, with Rp 4.331 trillion specifically allocated for 18 disaster-affected regions. The additional budget is provided to accelerate post-disaster rehabilitation and reconstruction. Head of the Regional Finance and Asset Agency (BKAD) of North Sumatra Province, Timur Tumanggor, said that coordination between the central government, provincial government, and district/city governments is key to ensuring the additional TKD can be realised effectively and on target. “Synergy between the central government, provincial government, and district/city governments must be continuously strengthened so that the utilisation of the additional Regional Transfer Funds runs effectively, is on target, and provides real benefits to the community, especially in supporting the acceleration of post-disaster regional development,” Timur said. Director General of Regional Finance at the Ministry of Home Affairs, Agus Fatoni, stated that the government has allocated an additional Rp 10.68 trillion in TKD for three disaster-affected provinces, consisting of Rp 6.35 trillion for North Sumatra, Rp 2.63 trillion for West Sumatra, and Rp 1.65 trillion for Aceh. He appreciated the commitment of regional governments that have adjusted their 2026 Regional Budgets through a Regional Head Regulation so that the additional budget can be utilised immediately. In accordance with the Circular Letter of the Minister of Home Affairs Number 900.1.3/1084/SJ, the additional TKD is prioritised to support all stages of disaster management, from mitigation and preparedness, emergency response, rehabilitation and reconstruction, strengthening of Unexpected Expenditure, to inter-regional financial assistance. This commitment has been demonstrated by eight regional governments in North Sumatra that have allocated Rp 260 billion in financial assistance to eight disaster-affected districts in Aceh as a form of fiscal mutual cooperation to accelerate post-disaster recovery.
