North Sumatra Prepares an International-Standard Hospital; Bobby Expects Top-Quality Service
North Sumatra’s provincial government discussed the plan in a meeting with leaders of regional government work units (OPD), heads of regional-owned enterprises (BUMD), and the board of directors of Haji Medan Hospital, at the North Sumatra Governor’s Office yesterday. In the meeting, Bobby confirmed the readiness of the hospital development scheme planned to stand in Medan. He also stressed the importance of readiness of health facilities, medical equipment (alkes), human resources (SDM), and the quality of services. Bobby also wanted the hospital to provide healthcare services with facilities that are comfortable and modern, akin to a five-star hotel. The head of the North Sumatra Health Office, Faisal Hasrimy, said the international-standard hospital would be built through a government–private sector collaboration using an Operational Cooperation (Kerja Sama Operasional, KSO) system. Faisal regards the KSO scheme as more effective and efficient to accelerate hospital operations while minimising risks in HR and management. ‘With the KSO system, the North Sumatra provincial government does not need to build hospital operational capacity from scratch. Moreover, HR and management risk mitigation is better, operations are faster, fixed assets remain owned by the government, administrative flexibility, and the quality of services remains maintained,’ Faisal said in a written statement on Tuesday, 19 May 2026. Faisal explained that the hospital project is a collaboration between PT Dirga Surya, PT Pembangunan Prasarana Sumatera Utara (PPSU), Haji Medan Hospital, Mitra Hospital (RS An-Nisa), and PT Bank Sumut. The operational KSO scheme involves three main parties: PT Dirga Surya, Haji Medan Hospital, and Mitra Hospital (RS An-Nisa). In this arrangement, PT Dirga Surya is responsible for providing assets, Mitra Hospital manages operational services to professional standards, while Haji Medan Hospital ensures service quality, governance, and the sustainability of the hospital. ‘This international-standard hospital is for BPJS Kesehatan patients. The aim is to realise integrated, high-quality, sustainable health services and deliver maximum benefits to the community and the region,’ Faisal explained. The hospital is planned to be six storeys high with a capacity of 250 beds and equipped with a range of modern health services and competent human resources. It will be located in central Medan and close to two other international-standard hospitals that have not yet served BPJS Kesehatan patients. For information, present at the meeting were Poppy Marulita Hutagalung, Head of the Economic Bureau of the North Sumatra Provincial Secretariat; Erwin Hotmansah Harahap, Head of the North Sumatra Department of Communications and Informatics; Effendi Pohan, Acting Head of Bapperida Sumut; Yulinda Elvi Nasution, Chief Executive Officer of Haji Medan Hospital; Ridesman Nasution, Deputy Director of Haji Medan Hospital; Firsal Ferial Mutyara, Chairman Commissioner of PT Bank Sumut; Ari Wibowo, President Director of PT Dirga Surya; Ferry Indra, President Director of PPSU.
