North Sumatra Governor Pushes for Accelerated Construction of Permanent Housing for Disaster-Affected Communities

Medan (ANTARA) - North Sumatra Governor Bobby Nasution continues to push for the acceleration of permanent housing (huntap) construction for communities affected by the hydrometeorological disaster at the end of November 2025.

“One strategic step is to accelerate the validation of specific beneficiary data,” said Bobby after the online coordination meeting on huntap data collection in Aceh, North Sumatra, and West Sumatra regions in Medan on Wednesday.

The validation of specific beneficiary data, he continued, is aimed at speeding up the realisation of construction in the field.

The North Sumatra Provincial Government stated that the acceleration of huntap construction will be carried out in five districts/cities, namely South Tapanuli, North Tapanuli, Central Tapanuli, Sibolga, and Langkat.

It is known that 227 huntap units in South Tapanuli, with details of 120 units already completed, and 107 units still under construction, are targeted to be finished by 20 April 2026.

“We are committed to accelerating this permanent housing construction,” Bobby emphasised.

The Governor also stated that he has personally visited the areas affected by flash floods and landslides in North Sumatra to ensure that the recovery process runs optimally.

In addition, various acceleration steps have been taken, starting from verifying victim data, accelerating physical construction, providing strategic land, to strengthening cross-sector collaboration.

“We are also actively coordinating with Forkopimda, regional heads, and giving direct instructions in the field, including support for additional post-disaster mitigation budgets,” explained Bobby.

“This year, if possible, it should already be completed. Speed can be achieved through specific data. We need the speed of data which will then be validated, whether the beneficiaries are correct,” he said.

Tito, who is also the Head of the Task Force for Accelerating Post-Disaster Rehabilitation and Reconstruction in Sumatra, asked the governors to immediately urge district/city governments to submit specific data on prospective huntap recipients.

He explained that this huntap construction is carried out through three mechanisms, namely the insitu scheme, which is rebuilding in the original location owned by residents.

“Second, independent exsitu, which is relocation to new land provided or sought by residents themselves. Third, communal exsitu, which is joint relocation to a new, safer area in one central plot of land,” he said.

Overall, Tito continued, the government has received huntap construction plans for three provinces totalling 39,016 units.

Of that number, those to be built include 3,221 insitu units, 7,091 independent exsitu units, and 6,996 communal exsitu units.

Specifically in North Sumatra, the submitted huntap construction reaches 7,321 units, with a construction target of 6,350 units.

With details of 1,478 insitu units, 851 independent exsitu units, and 4,021 communal exsitu units. “We urge districts/cities to immediately submit that data. We will work on those who submit only,” he said.
