North Sumatra Governor Bobby Nasution Reports Budget Surplus of IDR 521 Billion
North Sumatra Governor Muhammad Bobby Nasution presented the Draft Regional Regulation on the Accountability for the 2025 Fiscal Year Budget Implementation, reporting a budget surplus of IDR 521.494 billion. The presentation took place during a plenary session of the North Sumatra Regional House of Representatives (DPRD) on Wednesday, 1 July 2026, where the Governor delivered his explanation of the accountability report. Bobby detailed several financial reports for the 2025 fiscal year, including the Budget Realisation Report, the Budget Surplus Balance Change Report, the Balance Sheet, the Operational Report, the Cash Flow Report, and the Equity Change Report. He explained that regional revenue realisation in 2025 reached IDR 12.027 trillion, or 95.87 per cent of the IDR 12.546 trillion target. This revenue comprised locally generated revenue (PAD), transfer revenues, and other legitimate regional revenues. Meanwhile, regional expenditure realisation for the 2025 fiscal year was recorded at IDR 11.505 trillion, or 92 per cent of the total budgeted expenditure of IDR 12.507 trillion. The expenditure was allocated for operational spending, capital spending, unforeseen spending, and transfer spending. “If realised revenue is subtracted from realised expenditure during 2025, there is a surplus of IDR 521.494 billion,” Bobby stated in a written release on Monday, 6 July 2026. Additionally, net financing was recorded at IDR 10.992 billion, resulting in a 2025 Budget Surplus Calculation (SiLPA) of IDR 532.486 billion. Bobby noted that the financial report had been prepared in accordance with Government Accounting Standards and audited by the Representative Office of the Audit Board of Indonesia (BPK) in North Sumatra. The audit results were presented during a DPRD plenary session on 25 June 2026. Based on the financial report, the North Sumatra Provincial Government once again received an Unqualified Opinion (WTP). Bobby said this achievement was something to be grateful for, as it marked the 12th consecutive WTP opinion, spanning financial reports from the 2014 to 2025 fiscal years. He expressed appreciation to all parties who contributed, including the DPRD for carrying out its oversight function optimally. “On this occasion, we express our gratitude and appreciation for all the efforts, hard work, and dedication, especially to the honourable council members, who have optimally carried out their oversight function in supervising governance and development to achieve the expected goals,” he said. He expressed hope that the highest opinion from the BPK could be maintained through increased compliance with laws and regulations, strengthening of internal control systems, and the preparation of financial reports in accordance with Government Accounting Standards. According to him, regional financial management must also continue to be based on three main pillars: transparency, accountability, and participation, in order to realise a superior, advanced, and sustainable North Sumatra. “The North Sumatra Provincial Government remains committed to implementing a sound financial management system based on the principles, foundations, and general guidelines for the preparation, implementation, administration, reporting, supervision, and accountability of regional finances, while complying with laws and regulations, and continuously reviewing the system, with the aim of achieving effective, efficient, accountable, and transparent regional financial management,” he concluded.
