North Sulawesi Directs Revised Regional Budget Towards Priority Programmes
The Governor of North Sulawesi, Yulius Selvanus, has emphasised that every adjustment and budget allocation within the 2026 Revised Regional Budget (APBD Perubahan) will be directed towards priority programmes that provide a direct impact on the community.
“Budget adjustments and allocations will be directed towards programmes that directly impact public welfare, poverty alleviation, the reduction of stunting, the strengthening of strategic infrastructure, and the improvement of the quality of public services in the fields of education and health,” Yuluitus stated in Manado on Saturday.
According to him, the changes in the budget structure must be able to strengthen the local government’s capacity to respond to the needs of the people. Therefore, every programme funded through the Revised Regional Budget must have clear and measurable benefits.
Yulius also emphasised the importance of utilising regional resources optimally to prevent budget wastage. “We are ensuring that there are no overlapping programmes,” he said.
The North Sulawesi Provincial Government, he added, will sharpen spending priorities so that the budget is not spread across too many activities with similar targets. Through this step, regional spending is expected to be more effective and capable of reaching the most urgent community needs.
In addition to funding basic services, the regional budget is also intended to serve as a stimulus for the regional economy, particularly for the grassroots economy. The provincial government will focus on strengthening MSMEs, agriculture, fisheries, tourism, and investment.
According to Yulius, government spending must be able to create a multiplier effect on community economic activities. Thus, the regional budget should not only function to fund the government but also to drive business growth and open new economic opportunities.
“The North Sulawesi Provincial Government adheres strictly to the principles of good governance and clean government,” he said.
He emphasised that all stages of financial management, from the preparation of the Revised Regional Budget and programme implementation to budget accountability, must uphold the principles of accountability, transparency, and compliance with laws and regulations.
Every budget change, he continued, must be accountable not only administratively but also in terms of its benefits to the community. Therefore, every programme must have a clear planning basis, targets, and achievement indicators.
“We continue to maintain and even increase the effectiveness of the local government’s internal supervision,” said Yulius.
Strengthening supervision is necessary to anticipate any inaccuracies in programme implementation at an early stage. Supervision is also directed towards ensuring that the budget is truly used in accordance with the established development goals.
Previously, the Regional House of Representatives (DPRD) together with the North Sulawesi Provincial Government agreed upon the Changes to the General Budget Policy and Temporary Budget Ceiling Priority (KUA-PPAS) for the 2026 Fiscal Year.
The agreement was marked by the signing of a memorandum of understanding between the North Sulawesi DPRD Budget Committee and the Regional Government Budget Team during a plenary session of the North Sulawesi DPRD on Wednesday (2/9/2026).
