North Maluku Teams Up With Singapore for Investment and Civil Servants’ Scholarships – Kieraha.com

The North Maluku Provincial Government (Malut) continues to broaden its international network. Through a strategic meeting with the First Secretary of the Singapore Embassy in Indonesia, Vickland Malik, in Ternate on Wednesday, 20 May 2026, the Moloku Kie Raha region is preparing to open a wide channel of collaboration across the investment, tourism, and human resource development sectors.

Samsuddin Abdul Kadir, the Regional Secretary of Malut, emphasised that Malut is now transitioning to a sustainable investment model. “Investors do not merely inject capital; they are required to help build the region’s potential. With a secure investment climate, strong nickel downstream processing, and a strategic position along the Pacific route, Malut is a highly potential partner,” he said.

During the occasion, Vickland Malik stated that Singapore is ready to become a strategic partner for North Maluku, particularly in strengthening investment governance and boosting the quality of civil service human resources.

As an initial concrete step, the Singaporean government offered training programmes for civil servants through the Singapore Cooperation Programme (SCP). The programme opens broad opportunities for local government employees to study in Singapore on topics including financial management, investment regulation, education, and the health sector.

“Last year there were around 800 Indonesian civil servants who participated in the programme, and this year the target is to rise to 1,000 participants. We very much hope that civil servants from North Maluku can participate,” said Vickland.

Vickland also shared Singapore’s blueprint for attracting investors, which, in his view, relies on clear regulations and strong legal certainty. Therefore, local governments play a crucial role in building trust among owners of capital.

In addition to discussing strengthening civil service capacity, the Singapore Embassy revealed plans for an official visit by the Singaporean Ambassador to Indonesia to North Maluku in the near future. The visit is expected to bring a number of business delegations to explore cooperation opportunities, including in the investment sector and tourism promotion.
