North Maluku Provincial Government Targets Dufa-Dufa Ternate as Export-Oriented Fish Industry Hub
The North Maluku Provincial Government is continuing to refine plans to develop the Dufa-Dufa Port area in Ternate City into an export-oriented fisheries industry centre.
This effort emerged during a virtual coordination meeting held with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the Ministry of Investment/Capital Investment Coordinating Board (Investasi/BKPM), and the Ternate City Government, attended by the Secretary of North Maluku, Samsuddin A. Kadir, at the former Crisant building on Wednesday, 8 April 2026.
In the meeting, the Provincial Secretary was accompanied by Assistant II Sri Haryanti Hatari and the Head of the Dufa-Dufa Fisheries Technical Implementation Unit (UPTD), Reza Daeng Barang.
Samsuddin stated that the discussion focused on adjusting the function of the Dufa-Dufa area, which has previously been designated as a port or transportation zone, to enable its development into an industrial area.
“This is currently being aligned with the Ternate City Regional Spatial Plan (RTRW), which is undergoing revision,” said Samsuddin.
He hopes that the Ternate City Government can accommodate these plans in the RTRW revision, not only maintaining the transportation function but also opening space for industrial development, particularly in the fisheries industry.
“It is hoped that the RTRW revision decision will align with the industrial development plans for the Dufa-Dufa area,” he said.
Meanwhile, the Head of the Dufa-Dufa Fisheries UPTD, Reza Daeng Barang, emphasised that the North Maluku Provincial Government targets this area to grow into a large-scale fisheries industry centre, especially for fish freezing industries capable of direct exports.
According to him, this development will provide added value to the fisheries sector while opening opportunities to increase regional income, including through profit-sharing fund schemes.
However, Reza acknowledged that there are still obstacles in terms of spatial regulations. In the Detailed Spatial Plan (RDTR) document, the Dufa-Dufa Port area is currently categorised as a transportation zone.
“As a result, permits through the Indonesian Business Classification Code (KBLI) that can be issued are only for cold storage activities, not yet covering fish freezing industries,” he explained.
Therefore, he stressed the importance of ongoing coordination between the Provincial Government and the Ternate City Government to adjust the RDTR, so that the fisheries industry development plans in Dufa-Dufa can be realised optimally.
