North Maluku is increasingly demonstrating its position as one of the nation’s strategic investment hubs. As of the second quarter of 2026, investment realisation in the province has reached Rp 40.2 trillion, placing it as the third-largest region for investment achievement in Indonesia.

This achievement is part of the national investment realisation, which throughout the first semester of 2026 has surpassed Rp 1,010.6 trillion. This value is equivalent to 49.5 per cent of the 2026 national investment target of Rp 2,041.3 trillion. National investment realisation has also absorbed more than 1.4 million workers, demonstrating the significant contribution of investment to economic activity and job creation.

However, the heavy influx of investment in North Maluku has not yet been fully proportional to the value of realised partnerships between large enterprises and local business actors. Data from the Ministry of Investment and Downstreaming/BKPM notes that there are 34 large enterprises in North Maluku that have partnership commitments valued at Rp 7.89 trillion. Of that figure, official agreement values are recorded at Rp 4.52 trillion, while the actual realisation of partnerships on the ground throughout the 2021-2026 period has only reached Rp 3.53 trillion.

This condition indicates that there is still significant room to encourage partnership commitments and agreements to truly transform into business transactions that provide direct benefits to regional entrepreneurs. “This figure represents a very large opportunity. However, we must continue to oversee these commitments and agreements to ensure they result in real transactions and partnership realisations,” said Sona Maesana, Special Staff to the Minister of Investment and Downstreaming/Head of BKPM for Downstreaming Acceleration and National Entrepreneurship Enhancement.

Partnership opportunities are available across various sectors that support large-scale business activities, ranging from catering services, material supplies, construction, and logistics, to industrial operational support needs. The government is also encouraging large companies not only to open investments but also to provide wider space for local business actors to enter the industrial supply chain. One of the encouraged steps is to provide transparent access to procurement information while providing coaching and standardisation to regional suppliers.

“Successful investment is investment that grows alongside the region where it is conducted,” said Sona.

The strengthening of partnerships between large companies and regional entrepreneurs was also a topic of discussion during the National Business Partnership Policy Dissemination agenda, which involved approximately 160 MSME actors in Ternate City. The forum was aimed at bringing together the needs of large enterprises with potential local suppliers who possess adequate legality and business capacity.

Delfinur Rizky Novihamzah, Director of Business Empowerment at the Ministry of Investment and Downstreaming/BKPM, stated that the government wants to ensure that MSME players do not merely become spectators amidst the heavy influx of investment into the region. “The government is encouraging the needs of large enterprises to be met by potential local vendors who have legality and business readiness,” explained Delfinur.

According to him, the central government, together with the regional government, will ensure that the partnership process can be realised, monitored, and supervised. With North Maluku’s investment reaching Rp 40.2 trillion, the next challenge is no longer just about attracting large amounts of capital. The government needs to ensure that part of these economic benefits flows to local business actors through supply chains, job creation, and the strengthening of MSMEs. For North Maluku, the massive investment is an opportunity; however, the next measure of success is how much this investment can create a local business ecosystem that grows in tandem.
