North Kayong increases capital expenditure by Rp21.6 billion in Revised Regional Budget
The North Kayong Regency Government, West Kalimantan, has raised its capital expenditure allocation by Rp21.6 billion, bringing it to Rp53.7 billion in the 2026 Draft Regional Revenue and Expenditure Budget Revision (APBD).
Speaking in Sukadana on Tuesday, the Regent of North Kayong, Romi Wijaya, stated that the increase in capital expenditure is directed towards enhancing educational infrastructure as well as the construction of roads, bridges, networks, and other basic infrastructure.
“The submission of the Draft Regional Regulation regarding the 2026 Budget Revision is a constitutional step to align development policy directions with evolving dynamics,” he said during the presentation of the financial memorandum and the Draft Regional Regulation in a plenary session of the North Kayong Regional House of Representatives (DPRD).
Under the draft, capital expenditure has risen from Rp32.04 billion to Rp53.7 billion. Expenditure for buildings and structures has increased by Rp9.4 billion, from Rp6.5 billion to Rp16 billion. Meanwhile, capital expenditure for roads, networks, and irrigation has risen by Rp11.3 billion, from Rp14.2 billion to Rp25.6 billion.
This budget is intended for the construction of regency roads and bridges, clean water facilities, river and coastal protection structures, disaster management, and electrical networks. Capital expenditure for equipment and machinery has also increased from Rp6.4 billion to Rp9.7 billion, covering medical and health equipment, computers, and machinery for regional public service agencies (BLUD).
Overall, regional expenditure in the 2026 Draft Budget Revision is planned at Rp703.8 billion, an increase of Rp51.4 billion compared to the initial ceiling of Rp652.3 billion. Regional Original Income (PAD) has increased from Rp59.2 billion to Rp98.6 billion, supported by an increase in regional levy revenues.
Conversely, transfer income has decreased from Rp574.3 billion to Rp556.9 billion. This decline was influenced by the rationalisation of Village Funds from the central government by Rp23.3 billion, although the region received an additional special financial assistance of Rp6 billion from the West Kalimantan Provincial Government.
Romi stated that the budget revision must continue to consider the region’s financial capacity to ensure that the budget is used effectively for programmes that have a direct impact on the community.
“All components of this budget revision are prepared as part of an effort to maintain development sustainability while ensuring that regional financial capacity can be utilised appropriately according to priorities,” he said.
After deducting financing expenditures of Rp2 billion for regional capital injection into PT Bank Pembangunan Daerah Kalimantan Barat, net financing is recorded at Rp48.2 billion. The North Kayong Government will proceed to discuss the 2026 Draft Regional Budget Revision with the DPRD before reaching a joint agreement.
