North Jakarta Learning Centre Staff Expose Satpol PP Officer's Extortion Using Alias

An individual claiming to be a member of the North Jakarta (Jakut) Public Order Agency (Satpol PP) named Givson Samosir is suspected of extortion at the Merah Putih Learning Centre (Rumbel) in the Cilincing area, North Jakarta. The manager of Rumbel Merah Putih, Puput Enjelia, recounted that the perpetrator used an alias when attempting the extortion.

‘He was using an alias too. His name was Aceng or Acong, something like that. Well, that man is a friend of the Satpol PP officer who came here to investigate yesterday. We were worried about his reputation. Then this Mr Aceng called, video called, asking, “Is this really the person called Aceng?” It turned out his name was Givson,’ Puput said when met at the learning centre on Sunday (12/7/2026).

Puput recounted that during the incident on Monday (6/7), the perpetrator asked for ‘building money’ and ‘coffee money’ amounting to Rp 300,000. The perpetrator claimed the money would be for five people.

‘That person suddenly came in here and asked for building money. Then he said it was for coffee for five people,’ she said.

Puput eventually gave the perpetrator Rp 150,000. The money consisted of Rp 2,000 notes collected from the children. However, the perpetrator continued to insist on being given Rp 300,000.

‘So the money was in Rp 2,000 notes, totalling Rp 150,000. We gave him the 150, but he didn’t want it, he demanded 300. We told him that was all we had, but he kept forcing us,’ she said.

The perpetrator was then questioned by another learning centre staff member about which Satpol PP unit he was from. Instead of answering, the perpetrator immediately left and made off with the Rp 150,000.

‘He was asked, “Sir, which Satpol PP are you from?” He wouldn’t admit it, and after being questioned further, he handed me his phone and just left. Yes, he took the money,’ she said.

Puput said the North Jakarta Satpol PP had visited the learning centre to investigate the incident. From the officers’ statements, Puput learned that the perpetrator had committed extortion several times and is now threatened with dismissal from the DKI Jakarta Satpol PP.

‘They said the man has many cases. He is reportedly in the process of being dismissed or something,’ she said.

DKI Jakarta Satpol PP Prepares Sanctions

Head of the DKI Jakarta Satpol PP, Satriadi Gunawan, said his party is currently investigating the case and examining the perpetrator. The perpetrator faces severe disciplinary punishment.

‘The perpetrator was examined on Thursday, 9 July, by the DKI Jakarta Provincial Satpol PP for alleged extortion based on a public complaint and for employee disciplinary violations, which carry the threat of severe disciplinary punishment,’ Satriadi said in a statement on Sunday (12/7).

Satriadi stressed that the perpetrator is not a member of the North Jakarta Satpol PP, but a staff member of the East Jakarta Satpol PP.

‘We firmly state that the extortion perpetrator named Givson Samosir is an Expert Level Operational Staff for the Civil Service Investigator and Operations Section of the East Jakarta City Administration Public Order Agency, not a member of the North Jakarta Satpol PP,’ he asserted.

The DKI Jakarta Satpol PP regrets the extortion incident. The public is urged to immediately contact the call centre 112 if they encounter any Satpol PP officers engaging in extortion.
