North Jakarta Immigration Office Detains Two Chinese Nationals Over Fictitious Companies

The Class I Immigration Office in North Jakarta has successfully detained two Chinese nationals found to have committed immigration violations. The law enforcement operation was led directly by the Head of the Regional Office of the Directorate General of Immigration for DKI Jakarta, Pamuji Raharja, accompanied by the Head of the North Jakarta Immigration Office, Rendra Mauliansyah, during a press conference held on the third floor of the North Jakarta Immigration Office on Thursday (26/06/2025).

In his statement, Pamuji Raharja explained that the enforcement action represented the immigration authority's commitment to supporting the President's directives regarding the regulation and supervision of foreign company activities that deviate from prevailing legal provisions.

"Supervision of foreign nationals, particularly holders of investor residence permits, is a serious concern. We will not tolerate the misuse of residence permits for activities that are inappropriate or even fictitious," said Pamuji.

Head of the North Jakarta Immigration Office, Rendra Mauliansyah, added that both foreign nationals were detained by the Intelligence and Immigration Enforcement Section as part of the supervision of foreign investor residence permits, integrated with the programme of the Investment Coordinating Board (BKPM) in the Penjaringan area of North Jakarta.

"Both foreign nationals, identified by the initials ZM and ZN, were detained in the Penjaringan area of North Jakarta. Based on data in the immigration system, both hold Limited Stay Permits as foreign investors. ZM is registered as an investor in PT LSTI, whilst ZN is registered at PT DHI. However, based on the results of the examination, ZM admitted that his company PT LSTI had never operated, whilst PT DHI belonging to ZN had ceased operations since January 2025," Rendra explained.

Immigration surveillance results indicated that neither company had any business activity, and no physical presence of either company was found at the registered locations. The North Jakarta Immigration Office subsequently coordinated with the Ministry of Investment and Downstreaming/BKPM. The coordination confirmed that PT LSTI and PT DHI were fictitious companies, and their business licences had been revoked.

The two individuals are suspected of having violated Article 123(a) of Law Number 6 of 2011 on Immigration, which concerns providing false information to obtain a residence permit. The Class I Immigration Office in North Jakarta will impose administrative immigration measures in the form of deportation against both individuals, in accordance with Article 78(3) of Law Number 6 of 2011 on Immigration.
