North Bolaang Mongondow Regent Arrested in Jakarta Hotel Following Meeting with Private Sector
The Corruption Eradancy Commission (KPK) has detained the Regent of North Bolaang Mongondow (Boltara), Sirajudin Lasena, after naming him a suspect in an extortion case related to road projects within the Public Works and Spatial Planning Office (PUPR). Sirajudin was arrested by the KPK at a hotel in the Jakarta area during a sting operation.
Acting Director of Investigations at the KPK, Achmad Taufik Husein, explained that Sirajudin was found in a Jakarta hotel after meeting with private sector representatives to discuss project execution. At the hotel, Taufik stated, Sirajudin had rented two rooms for himself, his staff, and his personal assistant.
“There was an arrangement for Mr JL to meet with private parties, and several staff members from the North Bolaang Mongondow Regency Government were also present in Jakarta,” Taufik explained during a press conference at the KPK’s Merah Putih Building, South Jakarta, on Tuesday (22/09/2026).
“The facts we discovered show that prior to the incident, there was communication between the Regent and several parties to arrange a meeting in Jakarta,” he continued.
Taufik explained that the KPK team also discovered cash evidence amounting to IDR 130 million. The money was found in the rooms occupied by Sirajudin and his staff.
“The IDR 130 million shown is the total amount. IDR 30 million was in the Regent’s room and IDR 100 million was in the personal assistant’s room, but they were on the same floor,” Taufik revealed.
During the investigation, it is alleged that Sirajudin has received a total of IDR 11.2 billion since serving as the Acting Regent of Boltara.
In this extortion case, Sirajudin allegedly imposed a 10% project fee on the procurement of goods and services (PBJ) within the North Bolaang Mongondow Regency Government. He is also alleged to have set a 4% fee for the Head of the PUPR Office and a 1% fee for the Procurement Working Group.
Sirajudin allegedly manipulated which vendors were permitted to undertake projects in the regency, with subordinates subsequently managing the project tender process. “The plotting was done by writing the names of potential winners for each project on HSS paper sheets,” said Taufik.
Vendors pre-selected to win were then required to pay a 10% fee of the project value. Taufik suspects Sirajudin received IDR 130 million from a private party for a road project valued at IDR 1.9 billion.
“At the request of Mr SJL, the private party in question subsequently handed over IDR 130 million, which is part of the 10% fee determined by the Regent, for a specific project package involving the construction of a road in the Sangkub IV area. This project, valued at IDR 1.9 billion, was pre-arranged by the Regent and the Head of the Public Works Department,” he said.
Taufik further detailed the gratifications allegedly received by Sirajudin between 2023 and 2026. He noted that a portion of the gratification, amounting to IDR 350 million, allegedly came from the Head of the North Bolaang Mongondow Environmental Office during Sirajudin’s tenure as the Head of the Health Office. Additionally, Sirajudin is alleged to have received IDR 10.79 billion from other parties.
Taufik stated that further investigations are underway to trace other potential payments. He noted that these payments allegedly continued from his time as Acting Regent in 2023-2024 through to his term as Regent for the 2025-2030 period.
