“Thank you, Your Honour. I consider the sentence handed down by the Panel to be consistent with the crimes I have committed. Therefore, I accept it, Your Honour,” said Noel at the Central Jakarta Corruption Court on Thursday (4/6/2026).

“Do you accept the verdict?” asked the presiding judge, Nur Sari Baktiana.

“Yes,” replied Noel.

The prosecutor stated they would take time to consider the verdict. The judge noted that Noel’s 4.5-year prison sentence is not yet legally binding.

“Although the Defendant accepts the verdict read today, the Public Prosecutor still retains the right to use a period of consideration; therefore, this case is not yet legally binding,” the judge stated.

Sentenced to 4.5 Years in Prison

Previously, the judge declared Noel guilty of receiving bribes and gratifications related to the management of K3 (Occupational Safety and Health) certificates at the Ministry of Manpower (Kemnaker).

“The court hereby sentences the Defendant to 4 years and 6 months of imprisonment,” stated the presiding judge, Nur Sari Baktiana, while reading the verdict at the Central Jakarta Corruption Court.

The judge also ordered Noel to pay a fine of Rp 200 million, or an additional 90 days of imprisonment in lieu of payment. Furthermore, the judge ordered him to pay restitution amounting to Rp 3.435 billion.

The judge stated that Noel’s assets may be seized and auctioned to cover the restitution. If the assets are insufficient, the deficiency must be replaced by one year of imprisonment.

The court found that Noel was proven to have received Rp 3 billion and one navy blue Ducati Scrambler motorcycle from a high-profile figure within the Ministry of Manpower, Irvian Bobby Mahendro. The judge ruled that this money constituted non-technical fees for the management of K3 certificates at the Ministry of Manpower from occupational safety and health service companies (PJK3).

The judge also found that Noel had received gratifications from another private party worth Rp 435 million in connection with his position as Deputy Minister of Manpower. The judge noted that Noel failed to report these gratifications to the Corruption Eradication Commission (KPK).

Noel was found guilty of violating Articles 12 letter b and 12 B juncto Article 18 of the Anti-Corruption Law, juncto Article 20 letter c of the Criminal Code, juncto Article 127 paragraph 1 of Law Number 1 of 2023 regarding the Criminal Code.
