Noel Faces 5-Year Prison Sentence in Occupational Health and Safety Certification Corruption Case
JAKARTA — Former Deputy Minister of Manpower Immanuel Ebenezer, alias Noel, has been faced with a five-year prison sentence in connection with the alleged extortion of Occupational Health and Safety (K3) certification processes. The demand was read by the Public Prosecutor during a session at the Jakarta Corruption Court on Monday (18/05/2026).
During the sentencing hearing, prosecutors stated that Noel was proven to have committed corruption offences as outlined in the indictment. “Sentencing the defendant Immanuel Ebenezer Gerungan to five years of imprisonment,” the prosecutor stated during the trial.
In their considerations, prosecutors noted that Noel was deemed not to support the government’s efforts to combat corruption. “Aggravating circumstances: the defendant does not support the government’s programme in realising a government free from collusion, corruption, and nepotism,” the prosecutor said.
However, the prosecution also considered several mitigating factors. “Mitigating circumstances: the defendant admitted to his actions and has returned a portion of the proceeds from the corruption crime,” the prosecutor continued.
A portion of the funds, amounting to IDR 3 billion, has been returned to the Corruption Eradication Commission (KPK) escrow account. Consequently, the replacement money imposed on the defendant, Immanuel Ebenezer Gerungan, amounts to IDR 1,435,000,000. Should the replacement money not be paid, the defendant faces an additional two-year prison sentence.
The prosecution is based on Article 12 letter B in conjunction with Article 18 of the Anti-Corruption Law, in conjunction with Article 55 paragraph 1 of the first of the Criminal Code (KUHP).
