Noel Ebenezer Sentenced to Pay Rp3.4 Billion in Restitution
Jakarta – The former Deputy Minister of Manpower, Immanuel Ebenezer, or Noel Ebenezer, has been sentenced to 4.5 years in prison in connection with an extortion case involving the processing of Occupational Health and Safety (K3) certifications. Noel was found guilty of committing corruption-related offences in the case. The sentence is lighter than the five-year prison term sought by prosecutors.
In addition to the 4.5-year prison sentence, Noel was ordered to pay a fine of Rp200 million, with a subsidiary of 90 days of imprisonment, and restitution amounting to Rp3.4 billion. “Imposing an additional penalty in the form of payment of restitution to the defendant in the amount of Rp3,435,000,000,” stated the Chairperson of the Panel of Judges, Nur Sari, at the Central Jakarta District Court on Thursday, 4 June 2026.
The Panel of Judges stated that Noel’s assets may be seized and auctioned to cover the restitution. If the assets are insufficient, the obligation will be replaced by imprisonment as determined by the court.
In the case involving alleged extortion in the processing of K3 certificates and licences within the Ministry of Manpower and gratifications during the 2024–2025 period, he was charged with extorting K3 certification applicants for a total of Rp6.52 billion and receiving gratifications. The extortion was allegedly carried out by Noel alongside 10 other defendants, namely Temurila, Miki Mahfud, Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro Putro, Sekarsari Kartika Putri, Anitasari Kusumawati, and Supriadi.
Other defendants received varying sentences: Temurila and Miki Mahfud were each sentenced to 3 years; Fahrurozi to 4 years and 6 months; Subhan, Gerry Aditya Herwanto Putra, Sekarsari Kartika Putri, Anitasari Kusumawati, and Supriadi to 5 years and 6 months each; Irvian Bobby Mahendro Putro to 6 years; and Hery Sutanto to 7 years. In addition to prison terms, the 10 defendants were also ordered to pay a fine of Rp250 million, with a subsidiary of 90 days of imprisonment.
Furthermore, several defendants were also ordered to pay restitution for enjoying the flow of corrupt funds, including Hery (Rp4.73 billion), Subhan (Rp5.8 billion), Gerry (Rp13.26 billion), Bobby (Rp60.32 billion), Sekarsari (Rp42.67 billion), Anita (Rp14.49 billion), Supriadi (Rp19.81 billion), and Fahrurozi (Rp233.01 million), each with a subsidiary of 2 years imprisonment. The K3 certification applicants who were victims of the extortion included Fanny Fania Octapiani, Fransisca Xaveriana, Grhadini Lukitasari Tasya, Intan Fitria Permatasari, Muhammad Deny, Nicken Ayu Wulandari, Nur Aisyah Astuti, Octavia Voni Andari, Shalsabila Salu, and Sri Enggarwati.
