Noel Ebenezer Requests House Arrest from KPK

Jakarta - Former Deputy Minister of Manpower, Immanuel Ebenezer alias Noel, has submitted a request to change his detention status from prison to house arrest. The request was confirmed to be in the process of submission to the Corruption Eradication Commission (KPK) as of Monday (30/3/2026). Noel’s legal representative, San Salvator, stated that the application for changing detention status was made considering the principle of equality before the law. “Yes, in the process we are pursuing regarding the principle of equality before the law, we are endeavouring,” said San Salvator when met at the Central Jakarta District Court on Monday (30/3/2026). “Regarding the authority exercised by the KPK with its considerations, we are proceeding with our case based on our own considerations. Whether it is granted or not, we will see the policy and authority,” he added. “The submission is in process,” he said. He also could not yet confirm whether the request had been officially received by the KPK. “Well, we will see the process today whether it directly goes to the KPK, yes,” he further stated. Meanwhile, Noel claimed that the request for changing detention status had been approved on the same day. “As of today, from prison detention, it has been approved to house detention,” said Noel before attending his trial. As is known, Noel’s corruption case involving extortion in the processing of K3 certificates is being retried. In the indictment, Noel is alleged to have received Rp 6.5 billion from extorting applicants for K3 certificates and licences. The prosecutor explained that this extortion had been ongoing since 2021. The modus operandi of the former Deputy Minister of Manpower was to inflate the costs of issuing K3 certificates. For his actions, Noel is charged with violating Article 12 letter e in conjunction with Article 18 of the Corruption Eradication Law, in conjunction with Article 20 letter c of the Criminal Code, in conjunction with Article 127 paragraph (1) of the Criminal Code.
