JAKARTA - Former Deputy Minister of Manpower Immanuel Ebenezer, alias Noel, has admitted guilt and expressed regret for accepting Rp 3 billion and a Ducati motorcycle in a case of alleged extortion related to the processing of Occupational Safety and Health (K3) certifications at the Ministry of Manpower.

“I admit guilt, Your Honour. I regret it. I deeply regret it, Your Honour. And I am ashamed,” Noel said during the K3 corruption trial at the Jakarta Corruption Court on Thursday (7/5/2026).

At the end of the trial, Noel reiterated his apology and admission of guilt for his actions.

“My only hope is in your gavel, Your Honour, for my future today. And I need your wisdom,” Noel said.

“And I ask for forgiveness, Your Honour. There are no other words besides my apology,” he added.

“And at this moment, I still admit my fault. I do not want to blame others or make any excuses. I have accepted it, and I am wrong. That is it, Your Honour,” he stated.

Noel and several Manpower Ministry officials are accused of receiving Rp 6.5 billion by extorting applicants for K3 certificates and licences.

“That the defendant Immanuel Ebenezer Gerungan, together with Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Temurila, have forced the K3 Certification and Licence Applicants to give money in the total amount of Rp 6,522,360,000 or at least around that amount,” the prosecutor said while reading the indictment on 19 January 2026.

The prosecutor revealed that Hery Sutanto asked his subordinates to continue the ‘tradition’ of ‘appreciation or non-technical/under-the-table fees’ in the Directorate General of Occupational Safety and Health Supervision environment.

The tradition in question involved collecting money related to the issuance and renewal of K3 certifications and licences at the Manpower Ministry from certification and licence applicants through K3 Experts at Rp 300,000 to Rp 500,000 per certificate.

The prosecutor stated that Noel himself received Rp 3,365,000,000 and one Ducati Scrambler motorcycle with licence plate B 4225 SUQ from Manpower Ministry civil servants and other private parties in this case.

“Thus, the entire receipt of this money constitutes gratification deemed as a bribe received by the defendant Immanuel Ebenezer Gerungan, for which there is no lawful basis under the law,” the prosecutor said.

For his actions, Noel is charged with violating Article 12 letter e in conjunction with Article 18 of the Corruption Eradication Law, in conjunction with Article 20 letter c of the Criminal Code, in conjunction with Article 127 paragraph (1) of the Criminal Code.
